Hooded men who attacked roadblocks were in vehicles seized from drug trafficking

The intelligence services of the Special Force to Combat Drug Trafficking (Felcn) revealed that it is a brand new Toyota Hilux steel color truck, plate 4035-FUF, which was seized in one of the largest operations against drug trafficking mafias on May 28 last. It was confiscated after the intervention of the Imperial function room on Avenida Virgen de Cotoca, after the network that had operated for some time from the city of El Alto and Santa Cruz, with Peruvian and Bolivian traffickers, had been disrupted.
The same Minister of Government, Eduardo del Castillo, confirmed that it was the largest operation of this year, which seized at least 40 vehicles, boats in Lake Titicaca and that drug trafficking mafias were affected with more than 10 million Dollars.
The steel-colored Toyota Hilux truck, plate 4035-FUF, a month ago had been officially delivered from the Felcn to the Directorate of Seized Assets (Dircabi), dependent on the Ministry of Government.
Likewise, another truck that was also used by the hooded men was identified as seized from drug traffickers.
It is the black Toyota Hilux truck, plate 2318-ICS, which was used by numerous hooded individuals armed with sticks and firecrackers who, violently, went to the third ring of the double track to La Guardia, got out and attacked citizens who carried out blockades peacefully, in support of the multisectoral strike that has been in place since Monday.
This truck was seized from drug trafficking in July 2019. However, according to Felcn records, the Ministry of Government delivered it, through an agreement and as custody, to the Postrervalle Mayor’s Office more than three months ago.
The general secretary of the Mayor’s Office of that town, Hernán Sibauste, confirmed that about three months ago it was given to them by Dircabi as custody. However, he assured that a month and a half ago, was returned to Dircabi, as the established time had been fulfilled.
“It is true, that truck we delivered and we saw it in the media being used by people in the unlocks, it seemed strange to us,” said the Postrervalle Mayor’s Office authority.
With the plates overturned
The same police officers verified that these vans had their license plates overturned, that is, the other way around, to mislead and deceive.
According to the norm, the vehicles seized from drug trafficking must be handed over into custody to entities that fulfill a social function such as homes and shelters, but were being used by hooded individuals to attack citizens who are on strike, in order to violently end the blockades, throwing firecrackers and sticks.
However, everything was revealed after investigations by the same law enforcement officers, who were questioned for alleged protection of groups that identify with the government party to proceed to unblock in different parts of Santa Cruz.

Los servicios de Inteligencia de la Fuerza Especial de Lucha Contra el Narcotráfico (Felcn) revelaron que se trata de una flamante camioneta Toyota Hilux color acero, placa 4035-FUF, que fue incautada en uno de los operativos más grandes contra las mafias de traficantes el 28 de mayo pasado. Fue confiscada tras la intervención del salón de eventos Imperial de la avenida Virgen de Cotoca, luego de haberse desbaratado la red que operaba desde hace algún tiempo desde la ciudad de El Alto y Santa Cruz, con traficantes de nacionalidad peruana y boliviana.
El mismo ministro de Gobierno, Eduardo del Castillo, confirmó que se trató de la operación más grande de este año, que incautó al menos 40 vehículos, lanchas en el lago Titicaca y que se afectó a las mafias del narcotráfico con más de 10 millones de dólares.
La camioneta Toyota Hilux color acero, placa 4035-FUF, hace un mes había sido entregada oficialmente de la Felcn a la Dirección de Bienes Incautados (Dircabi), dependiente del Ministerio de Gobierno.
Asimismo, otra camioneta que también fue utilizada por los encapuchados fue identificada como incautada a narcotraficantes.
Se trata de la camioneta Toyota Hilux negra, placa 2318-ICS, que fue utilizada por numerosos sujetos encapuchados y armados con palos y petardos que, de manera violenta, acudieron al tercer anillo de la doble vía a La Guardia, se bajaron y atacaron a ciudadanos que realizaban bloqueos de manera pacífica, en apoyo al paro multisectorial que se cumple desde el lunes.
Esta camioneta fue incautada al narcotráfico en julio de 2019. Sin embargo, según registros de la Felcn, el Ministerio de Gobierno hace más de tres meses la entregó, a través de un convenio y en calidad de custodia, a la Alcaldía de Postrervalle.
El secretario general de la Alcaldía de esa población, Hernán Sibauste, confirmó que hace unos tres meses les fue dada por Dircabi en calidad de custodia. Sin embargo aseguró que hace mes y medio se procedió a la devolución a Dircabi, al haberse cumplido el tiempo establecido.
“Es cierto, esa camioneta nosotros la entregamos y la vimos en los medios de comunicación siendo utilizada por personas en los desbloqueos, nos pareció raro”, dijo la autoridad de la Alcaldía de Postrervalle.
Con las placas volcadas
Los mismos policías verificaron que estas camionetas tenían las placas volcadas, o sea al revés, para despistar y burlar.
Según la norma, los vehículos incautados al narcotráfico deben ser entregados en custodia a entidades que cumplen función social como hogares y albergues, pero estaban siendo utilizados por sujetos encapuchados para atacar a ciudadanos que cumplen el paro, con el fin de acabar violentamente con los bloqueos, lanzando petardos y palos.
Sin embargo todo quedó al descubierto tras pesquisas de los mismos efectivos del orden, que fueron cuestionados por supuesta protección a grupos que se identifican con el partido de Gobierno para proceder a desbloquear en diferentes puntos de Santa Cruz.
Cargaron combustible
Los registros de B-SISA. de la Agencia Nacional de Hidrocarburos ANH, registra que la camioneta placa 2318-ICS, cargó gasolina el lunes a las 10:32 en una estación de servicio de Moragrande y desde hace más de un mes se abastece de combustible y registra el nombre del Ministerio de Gobierno, según los informes de la Felcn.
Del mismo modo, la otra camioneta placa 4035, incautada en el operativo antinarcóticos cuando se intervino el salón de eventos Imperial, también registra carga de combustible en diferentes surtidores de la ciudad.
Según informes de inteligencia de la Felcn, los motorizados incautados al narcotráfico ya fueron denunciados por vecinos por haber sido utilizados por grupos de choque, presuntamente afines al MAS, en el anterior paro cívico que se realizó el 11 de octubre. En esta oportunidad también procedieron a desplazarse para desbloquear.
