Anapo proposes individual land distribution
The National Association of Oilseed Producers (Anapo) asked the National Agrarian Reform Institute (INRA) to act with the eviction of overwhelming people in productive properties and suggests that the land be distributed not only to communities, but also individually.
The president of Anapo, Fidel Flores, read a statement in which the association asks that the subjugation be considered a crime, regardless of whether the property is in the process of being reorganized or titled.
By legal mandate, he indicated that any person who encroaches on land, as well as his accomplices and cover-ups, cannot be benefited with fiscal lands by the State.
For Anapo, INRA must guarantee tenure and production, including eviction as a precautionary measure, in the face of evidence of subjugation and must appear before the Departmental Agrarian Commission to report on the status of the land reorganization, titling and distribution process in the department. “We propose that the fiscal land in Santa Cruz, not only be the object of free endowment to communities, but that it can be awarded individually to people with knowledge in agricultural production, respecting the access priorities established in laws 1715 and 3545,” pinpointed.
Anapo’s pronouncement was issued in light of the latest violent events produced by the taking of agricultural properties, which left injured producers, workers and police officers.
It also leaves a serious feeling of uncertainty for work and investment in the field, warns Anapo in a statement from his associates.
Anapo propone distribución individual de la tierra
La Asociación Nacional de Productores de Oleaginosas (Anapo) pidió al Instituto Nacional de Reforma Agraria (INRA) actuar con el desalojo de avasalladores en predios productivos y sugiere que la tierra no sólo se distribuya a comunidades, sino de forma individual.
El presidente de Anapo, Fidel Flores, leyó un pronunciamiento en el que la asociación pide que el avasallamiento sea considerado un delito, independientemente que el predio esté en proceso de saneamiento o titulado.
Por mandato legal, indicó que toda persona que avasalla tierras, así como sus cómplices y encubridores, no pueden ser beneficiados con tierras fiscales por el Estado.
Para Anapo, el INRA debe garantizar la tenencia y producción, incluyendo el desalojo como medida precautoria, ante la evidencia del avasallamiento y debe presentarse ante la Comisión Agraria Departamental a informar sobre el estado del proceso de saneamiento, titulación y distribución de tierras en el departamento. “Proponemos que la tierra fiscal en Santa Cruz, no sea sólo objeto de dotación gratuita a comunidades, sino que se pueda adjudicar de forma individual a personas con conocimientos en producción agropecuaria, respetando las prioridades de acceso establecidas en las leyes 1715 y 3545”, precisó.
El pronunciamiento de Anapo fue emitido ante los últimos acontecimientos de violencia producidos por la toma de predios agropecuarios, que dejaron como saldo productores, trabajadores y policías heridos.
Además deja una grave sensación de incertidumbre para el trabajo e inversión en el campo, advierte Anapo en un pronunciamiento de sus asociados.
