MAS intolerance against the protest
Every time someone demonstrates against the government of Luis Arce, they encounter a counter-protest that comes out to try to quell the protest, usually with insults and violence that, on occasions, ends in incidents and injuries.
This style of doing politics of the Movement to Socialism (MAS) violates the freedom of people to think differently and to express their position. If democracy consists of something, it is precisely the right of each citizen to think and act within the framework of his own convictions with the guarantee that the State must respect and enforce his position. For the same reason, some vote for candidate A and others can vote for candidate Z.
So, every time the government or the MAS send their shock groups to try to stop or delegitimize a protest, what they are doing is breaking the fundamental principle of democracy. Everyone has the right to protest, regardless of the cause that leads them to occupy a street and march on it. This has always been the case with the thousands of mobilizations promoted by the MAS: no government ever thought of organizing a counter-march to face the first demonstration.
Yesterday, when there was a mobilization called by the Permanent Assembly of Human Rights of Bolivia (Apdhb) and the Committee for the Defense of Democracy (Conade) in La Paz, a clash group of MAS militants came in a violent attitude to provoke a confrontation with the marchers who developed their protest peacefully and left people injured.
On August 5, citizen platforms convened in the atrium of the Universidad Mayor de San Andrés de La Paz, to peacefully protest against the decision of the Prosecutor’s Office that closed the case of the electoral fraud of October 2019 and against the political persecution of opponents.
The march called by Conade had to be suspended due to the presence of a pro-government shock group paid by the MAS that appeared to attack the citizens of the platforms. In the incident, the ex-Masista deputy Gustavo Torrico was seen, who the images showed hitting a fallen person on the ground. His later explanation was: “If you hit me, I’ll hit you.”
The strategy of sending citizens to repress citizens is not new: it is frequently used by the fascist governments of the world. Recently, on July 11, it was used by the Castro dictatorship in Cuba when thousands of Cubans tired of the regime came out to protest the lack of food, medicine and shout: “Down with the dictatorship!”
The government of Miguel Díaz-Canel sent Communist Party groups armed with sticks to repress the protesters. Among them were plainclothes policemen. Thus, by cutting the internet and then making arrests and convictions in summary trials without the presence of a defense attorney, the dictatorship managed to control the protesters.
The government of Luis Arce does something similar when he sends the shock groups of his party to face peaceful demonstrations that have every right to express their protest. Far from ordering them to be repressed, the Government has the obligation to guarantee the right of citizens to march and shout their point of view. This is called freedom of expression, guaranteed in the Political Constitution of the State. The opposite is to assume fascist methods that violate the norm and human rights and show the Arce government as totalitarian.
Intolerancia del MAS contra la protesta
Cada vez que alguien se manifiesta en contra del Gobierno de Luis Arce, se encuentra con una contraprotesta que le sale al paso para tratar de aplacar la protesta, normalmente con insultos y violencia que, en ocasiones, termina en incidentes y con heridos.
Este estilo de hacer política del Movimiento Al Socialismo (MAS) vulnera la libertad de las personas a pensar diferente y a manifestar su posición. Si en algo consiste la democracia, precisamente es en el derecho de cada ciudadano a pensar y actuar en el marco de sus propias convicciones con la garantía de que el Estado debe respetar y hacer respetar su posición. Por esa misma razón, unos votan por el candidato A y otros pueden hacerlo por el candidato Z.
Entonces, cada vez que el Gobierno o el MAS manda a sus grupos de choque a intentar frenar o deslegitimar una protesta, lo que está haciendo es romper el principio fundamental de la democracia. Todos tienen derecho a la protesta, sin importar la causa que los lleve a ocupar una calle y marchar en ella. Así ocurrió desde siempre con los miles de movilizaciones impulsadas por el MAS: jamás a ningún gobierno se le ocurrió organizar una contramarcha para mandar a enfrentar la manifestación primera.
Ayer, cuando se producía una movilización convocada por la Asamblea Permanente de Derechos Humanos de Bolivia (Apdhb) y el Comité de Defensa de la Democracia (Conade) en La Paz, un grupo de choque de militantes del MAS llegó en actitud violenta a provocar un enfrentamiento con los marchistas que desarrollaban su protesta de manera pacífica y dejaron personas heridas.
El 5 de agosto, plataformas ciudadanas convocaron en el atrio de la Universidad Mayor de San Andrés de La Paz, para protestar pacíficamente contra la decisión de la Fiscalía que dio por cerrado el caso del fraude electoral de octubre de 2019 y contra la persecución política de opositores.
La marcha convocada por el Conade tuvo que ser suspendida por la presencia de un grupo progubernamental de choque pagado por el MAS que apareció para agredir a los ciudadanos de las plataformas. En el incidente se vio al exdiputado masista Gustavo Torrico, a quien las imágenes mostraron golpeando en el suelo a una persona caída. Su explicación posterior fue: “Si a mí me golpeas, yo te golpeo”.
La estrategia de mandar a ciudadanos a reprimir a ciudadanos no es nueva: la utilizan con frecuencia los gobiernos fascistas del mundo. Hace poco, el 11 de julio, lo usó la dictadura castrista de Cuba cuando miles de cubanos cansados del régimen salieron a protestar por la falta de alimentos, de medicinas y a gritar: “¡Abajo la dictadura!”.
El Gobierno de Miguel Díaz-Canel mandó a grupos del Partido Comunista armados con palos a reprimir a los manifestantes. Entre ellos, había policías vestidos de civil. Así, cortando el internet y luego haciendo detenciones y condenas en juicios sumarios sin presencia de abogado defensor, la dictadura logró controlar a los manifestantes.
Algo parecido hace el Gobierno de Luis Arce cuando manda a los grupos de choque de su partido a enfrentar manifestaciones pacíficas que tienen todo el derecho de expresar su protesta. Lejos de mandar a reprimirlas, el Gobierno tiene la obligación de garantizar el derecho de los ciudadanos a marchar y gritar su punto de vista. Eso se llama libertad de expresión, garantizada en la Constitución Política del Estado. Lo contrario es asumir métodos fascistas que violan la norma y los derechos humanos y muestran al Gobierno de Arce como totalitario.
