Revelaciones de un jefe militar
El excomandante de la Fuerza Aérea, general Jorge Gonzalo Terceros Lara, detenido en el marco de las investigaciones por el denominado caso de supuesto golpe de Estado, hizo varias revelaciones sorprendentes en su declaración informativa ante el Ministerio Público, que permiten visualizar elementos nuevos de las tensas horas de noviembre de 2019 que derivaron en la renuncia del entonces presidente Evo Morales.
Terceros declaró que cuando aún era presidente en una reunión en la que él se encontraba presente, Evo Morales preguntó al entonces ministro de Gobierno, Carlos Romero: “¿Cómo es de los dos mil compañeros que estamos trayendo para enfrentar a los que están bloqueando en las calles?”. Romero respondió “Esta noche llegan, tengo problemas para su alojamiento”.
Morales ordenó entonces al comandante de las Fuerzas Armadas, general Williams Kaliman, que aloje a esas 2.000 personas.
Kaliman pregunta a Morales dónde alojarían a esas personas y éste responde que lo hagan en el coliseo del Cuartel Ingavi. Otro militar, el general Jorge Pastor Mendieta que se encontraba en la reunión, responde que 2.000 son muchas personas y que no caben en el coliseo.
Entonces Morales se dirige al comandante de la Fuerza Aérea y le dice “Ustedes tienen un coliseo grande en la entrada del TAM”. Terceros le responde “Hermano presidente, el coliseo que me dice está a cargo del Ministerio de Deporte”. Entonces Morales se dirige a Romero y le encarga que el ministro de Deportes Tito Montaño los aloje.
Terceros también reveló que el 10 de noviembre, en horas de la tarde, Morales se le quejó por teléfono que “El comandante del grupo presidencial no quiere llevarme (en avión) a Chimoré”. A eso, el comandante de la Fuerza Aérea le respondió “Hermano presidente, usted sigue siendo el presidente y capitán de las Fuerzas Armadas, puede ordenarle a cualquiera para que le haga caso”. Y Morales replicó “No me hace caso, ordenale vos”. Entonces Terceros ordenó al comandante del grupo presidencial, media hora después Morales llegaba a Chimoré, y minutos después se conoció su renuncia.
Terceros declaró que el 11 de noviembre recibió una llamada de Morales advirtiéndole que si no autorizaba el ingreso del avión mexicano que llegaba al país para recogerlo, “usted será culpable de que los 15.000 compañeros que estaban bajando de El Alto a La Paz quemen la ciudad”. Morales le pasó el teléfono a Álvaro García Linera y este le reclamó a Terceros por qué no daban autorización al avión mexicano y le dijo “Usted será el culpable de que los compañeros quemen La Paz si no dan autorización”. Terceros relata que alzó la voz y les dijo “No pueden hacer eso, la autorización ya está lista, haré seguimiento”.
Más tarde hubo una nueva demora para el despegue de la nave. En ese momento, dice Terceros, llegó una nueva amenaza de García Linera quien le dijo “General, si no deja que salga el avión mexicano todos los compañeros del trópico cochabambino se están alzando y va a correr sangre”. Se consiguió entones la autorización de Paraguay y Terceros se comunicó con García Linera para indicarle que ya había permiso para que el avión salga del país por Paraguay.
La declaración del excomandante de la Fuerza Aérea, ahora preso en el penal de Palmasola, da cuenta que él ayudó para que Morales pueda volar de El Alto a Chimoré, y luego de Chimoré a Paraguay en su salida hacia México.
Sus revelaciones también dejan claro que los jefes militares a los que ahora el Gobierno acusa de “golpistas”, obedecieron hasta el último instante todas las órdenes de los que se declaran “golpeados”, incluso cuando Morales y García Linera ya no tenían ningún mando, aquel 11 de noviembre de 2019. Las investigaciones tendrán que tomar en cuenta esos detalles no poco relevantes.
Revelations of a military chief
The former Commander of the Air Force, General Jorge Gonzalo Terceros Lara, detained in the framework of the investigations for the so-called case of the alleged coup d’état, made several surprising revelations in his informative statement before the Public Ministry, which allow to visualize new elements of the tense hours of November 2019 that led to the resignation of then-president Evo Morales.
Terceros declared that when he was still president in a meeting in which he was present, Evo Morales asked the then Minister of Government, Carlos Romero: “What is it like of the two thousand comrades that we are bringing to confront those who are blocking in streets?.” Romero replied “They arrive tonight, I have problems for their accommodation.”
Morales then ordered the commander of the Armed Forces, General Williams Kaliman, to house those 2,000 people.
Kaliman asks Morales where they would house these people and he answers that they do so in the coliseum of the Ingavi Barracks. Another officer, General Jorge Pastor Mendieta who was at the meeting, replied that 2,000 are many people and that they do not fit in the coliseum.
Then Morales goes to the commander of the Air Force and says “You have a large coliseum at the entrance to the TAM.” Terceros respond “Brother president, the coliseum you tell me is in charge of the Ministry of Sports.” So Morales goes to Romero and instructs him that the Minister of Sports Tito Montaño host them.
Terceros also revealed that on November 10, in the afternoon, Morales complained to him by phone that “The commander of the presidential group does not want to take me (by plane) to Chimoré.” To that, the Air Force commander replied “Brother president, you are still the president and captain of the Armed Forces, you can order anyone to pay attention to you.” And Morales replied “He ignores me, order him.” Then Terceros ordered the commander of the presidential group, half an hour later Morales arrived in Chimoré, and minutes later his resignation was known.
Terceros stated that on November 11 he received a call from Morales warning him that if he did not authorize the entry of the Mexican plane that was arriving in the country to pick it up, “you will be guilty of the 15,000 comrades who were going down from El Alto to La Paz, to burn the city.” Morales passed the phone to Álvaro García Linera and he complained to Terceros why they did not give authorization to the Mexican plane and told him “You will be the one to blame for the comrades burning La Paz if they do not give authorization.” Terceros reports that he raised his voice and told them “You cannot do that, the authorization is ready, I will follow up.”
Later there was a new delay for the takeoff of the plane. At that time, says Terceros, a new threat came from García Linera who told him “General, if you don’t let the Mexican plane leave, all the comrades from the Cochabambino tropics are rising up and blood is going to flow.” The authorization from Paraguay was then obtained and Terceros contacted García Linera to indicate that there was already permission for the plane to leave the country through Paraguay.
The statement of the former commander of the Air Force, now a prisoner in the Palmasola prison, shows that he helped Morales to fly from El Alto to Chimoré, and then from Chimoré to Paraguay on his way out to Mexico.
His revelations also make it clear that the military leaders who are now accused by the Government of being “coup plotters,” obeyed until the last moment all the orders of those who declare themselves “deposed”, even when Morales and García Linera no longer had any command, that November 11, 2019. The investigations will have to take into account these not little relevant details.
