Official inefficiency accelerates corruption
As unemployment has “face for everything,” it is said that having well-paid jobs in the informal economy is the easiest. Every position has “officials ready for anything” (and they queue at the doors of the boss). This has always been a prevailing reality at all times because, from the outset, it is believed that “working with the government not only guarantees a salary but also supplements that far exceed what is fixed in payroll. This is the prevailing truth that makes many governments inefficient, inept and even irresponsible that cannot control corrupt bureaucracies that “know which wall they are leaning on,” because they trust in the weakness of the authorities, they do not believe in their promises and oaths when assuming a charge; inefficient behaviors are planned, in order to achieve results that “satisfy the party and the boss” (there is almost always a popular saying that, it is said, justifies everything).
It is proven that civil service inefficiency improves and accelerates corruption, a problem that no government can contain, much less erase. There is awareness in many public officials that unhealthy behaviors and contrary to the common good are controlled and supported by many “high officials” because they receive a share. This reality prevails not only in our country but in the majority that has bureaucracies capable of any malicious conduct due to the immense fortunes involved in working in offices where the position matters for what it means and never for the salary that is good to appear in payrolls.
Official inefficiency is, whether we want to admit it or not, a consequence of the absence of institutions that the country has suffered for many years. The fact that public offices are distributed according to party interests without taking into account suitability, professional merits and virtues full of values, gives rise to corruption taking over entities that, managed by improvised officials, are adrift because there are no merits or virtues to fulfill duties with the country and there are only vested interests and personal convenience. The government, by its own responsibility, should -jointly with the Legislative Branch- institutionalize all government agencies with a view to replacing inefficiency, civil servant immorality, ineffectiveness, non-importism and other negative conditions that make government agencies untrustworthy, to the detriment of the State.
Ineficiencia funcionaria acelera la corrupción
Como el desempleo tiene “cara para todo”, se dice que contar con puestos bien rentados en la economía informal es lo más fácil. Todo cargo cuenta con “funcionarios dispuestos a todo” (y hacen cola ante las puertas del jefe). Esta ha sido siempre una realidad imperante en todo tiempo porque, de entrada, se cree que “trabajar con el gobierno no solo garantiza un sueldo sino suplementos que sobrepasan con creces lo fijado en planillas. Esta es verdad imperante que hace ineficientes, ineptos y hasta irresponsables a muchos gobiernos que no pueden controlar a burocracias corrompidas que “saben en qué pared se apoyan”, porque confían en la debilidad de las autoridades, no creen en sus promesas y juramentos al asumir un cargo; están previstas conductas ineficientes, con tal de conseguir resultados que “satisfagan al partido y al jefe” (casi siempre hay un dicho popular que, se dice, justifica todo).
Está comprobado que la ineficiencia funcionaria perfecciona y acelera la corrupción, un problema que ningún gobierno puede contener y menos anular. Hay conciencia en muchos funcionarios públicos de que las conductas malsanas y contrarias al bien común son controladas y apoyadas por muchos “altos jerarcas” porque reciben una parte. Esta realidad prima no solamente en nuestro país sino en la mayoría que cuenta con burocracias capaces de cualquier conducta dolosa debido a las inmensas fortunas que implica trabajar en despachos donde importa el cargo por lo que significa y nunca por el sueldo que está bien para figurar en planillas.
La ineficiencia funcionaria es, quiérase o no reconocer, consecuencia de la ausencia de institucionalidad que desde hace muchos años sufre el país. El hecho de que los cargos públicos son distribuidos conforme a intereses partidarios sin tomar en cuenta idoneidad, merecimientos profesionales y virtudes plenas de valores, da lugar a que la corrupción se apodere de entidades que, manejadas por funcionarios improvisados, están a la deriva porque no hay merecimientos ni virtudes para cumplir deberes con el país y solamente hay intereses creados y conveniencias personales. El gobierno, por propia responsabilidad, debería –conjuntamente el Poder Legislativo—institucionalizar todas las dependencias gubernamentales con miras a reemplazar la ineficiencia, la inmoralidad funcionaria, la ineficacia, el nomeimportismo y otras condiciones negativas que hacen desconfiables a las dependencias del gobierno, en detrimento del Estado.
