“Get vaccinated those who can,” say the Bolivians. Such is the deficiency of the vaccination system in Bolivia, that the best vaccine is the one that citizens manage to be inoculated with.

We have suffered and continue to suffer from the confinement, the security protocols and now there is another stumbling block: getting us vaccinated.

There is no government immunization plan against Covid-19. And the vaccination system is a national disgrace. It was a failure from the start. The Departmental Health Service (Sedes) improvises the vaccination system.

Complaints from citizens are heard every day. Few have been lucky enough to be vaccinated. It is painful to watch older adults queue infinitely from two in the morning and before their turn comes they are announced that their vaccinations have been finished. How is it possible to get vaccinated for two or four hours a day? Or that there are signs in health centers that say: “There are no vaccines for people over 60.” Turns out there are not enough vaccines.

The coronavirus should be a priority and a national emergency of the government as in other countries. In Bolivia, 12,800 people have died and the infections continue.

Luis Arce has negotiated the purchase of vaccines very badly. Not so Añez (unjustly detained), who joined the Covax mechanism, where she requested 2.3 million vaccines to cover 20% of the Bolivian population.

The government made arrangements to acquire Sputnik-V, Sinopharm and AstraZeneca. It bought 5.2 million vaccines from Russia -Sputnik-V- which they deliver in dribs and drabs. A shame. Only thousands of doses arrive when millions should arrive, since there are two doses that must be applied.

According to the Minister of Health, 1 million vaccines have been purchased to date, which is insufficient, because we are approximately 11.5 million inhabitants. The Sedes has allocated that amount of vaccines to immunize doctors, health workers and citizens over 60 years of age. But, according to the INE, there are 1.2 million senior citizens and for them two doses are needed, therefore they are not enough.

Government information is not accurate. It is not known how many have been vaccinated and the central government does not coordinate with local governments, nor with the mayors of La Paz, nor with those in the interior of the country.

Bolivia is a third world country because, in addition, the government treats us as second-class citizens. It does not consider our safety or well-being.

Where has it been seen that a president of a country, such as the case of Luis Arce, declares in the closing of the campaign of his party’s candidate for governor that he sent vaccines against Covid for the people but “not for the Tarijian oligarchy.” That was an offense to the Bolivians and since the people are not stupid, his candidate lost.

According to the leader of the opposition, Carlos Mesa, the ideal is to cover 15 million vaccines and barely 500,000 were applied. “We should have until the end of the year at least the guarantee of 80% of the Bolivians (vaccinated). As we analyze, at the rate we are at, we are going to take three years to vaccinate Bolivians; that is unacceptable, that is extremely risky, that is serious for health.”

Not only for health, but for the reactivation of the economy, because thousands have lost their jobs and have been forced to reinvent themselves.

As long as herd immunity is not achieved, which is that 70% of vaccinated inhabitants, infections will continue and people will continue to die.

“Vacúnese quién pueda”, dicen los bolivianos. Es tal la deficiencia del sistema de vacunación en Bolivia, que la mejor vacuna es la que los ciudadanos logren que les inoculen. 

Hemos padecido y seguimos sufriendo por el encierro, los protocolos de seguridad y ahora se presenta otro tropiezo: lograr que nos vacunen.

No existe un plan de inmunización del gobierno contra la Covid-19. Y el sistema de vacunación es una vergüenza nacional. Fue un fracaso desde el inicio. El Servicio Departamental de Salud (Sedes) improvisa el sistema de vacunación.

Todos los días se escuchan quejas de los ciudadanos. Pocos han tenido suerte de ser vacunados. Es doloroso observar a adultos mayores hacer colas infinitas desde las dos de la mañana y antes de que les llegue el turno les anuncian que se han terminado las vacunas. ¿Cómo es posible que se vacune durante dos o cuatro horas al día? O que existan letreros en los centros sanitarios que dicen: “no hay vacunas para mayores de 60”. Resulta que no hay suficientes vacunas.

El coronavirus debería ser una prioridad y una emergencia nacional del gobierno como en otros países. En Bolivia han muerto 12.800 personas y los contagios continúan.

Luis Arce ha negociado muy mal la compra de vacunas. No así Añez (injustamente detenida),  que se adscribió al mecanismo Covax, donde solicitó 2,3 millones de vacunas para cubrir el 20% de la población boliviana. 

El gobierno hizo gestiones para adquirir la Sputnik-V, Sinopharm y AstraZeneca. Compró 5,2 millones de vacunas a Rusia -la Sputnik-V- que entregan con cuentagotas. Una vergüenza. Llegan apenas miles de dosis cuando deberían llegar millones, ya que son dos dosis las que deben ser aplicadas.

Según el Ministro de Salud,  se ha adquirido hasta la fecha 1 millón de vacunas, lo cual es insuficiente, porque somos aproximadamente 11,5 millones de habitantes. El Sedes ha destinado esa cantidad de vacunas para inmunizar a médicos, sanitarios y a ciudadanos de más de 60 años. Pero, según el INE, existen 1,2 millones de ciudadanos de la tercera edad y para ellos se necesitan dos dosis, por tanto no son suficientes.

La información del gobierno no es precisa. No se sabe cuántos han sido vacunados y el gobierno central no coordina con los gobiernos locales, ni con las alcaldías de La Paz, ni con las del interior del país.

Bolivia es un país del tercer mundo porque, además, el gobierno nos trata como a ciudadanos de segunda clase. No considera nuestra seguridad ni bienestar. 

Dónde se ha visto que un presidente de un país, como el caso de Luis Arce, declare en el cierre de la campaña del candidato de su partido para gobernador que envió vacunas contra la Covid para el pueblo pero “no para la oligarquía tarijeña”. Aquella fue una ofensa a los bolivianos y como el pueblo no es tonto, su candidato perdió.

Según el líder de la oposición, Carlos Mesa, lo ideal es cubrir 15 millones de vacunas y apenas se aplicaron 500.000. “Debiéramos contar hasta fin de año por lo menos con la garantía del 80% de los bolivianos (vacunados). Como analizamos, al ritmo en que estamos, vamos a tardar tres años en la vacunación de los bolivianos;  eso es inaceptable, eso es extremadamente riesgoso, eso es grave para la salud”.

No sólo para la salud, sino para la reactivación de la economía, porque miles han perdido sus fuentes de trabajo y se han visto obligados a reinventarse.

Mientras no se logre la inmunidad de rebaño, que es que el 70% de habitantes vacunados, continuarán los contagios y la gente seguirá muriendo.
