In high places as in the underworld
It is not common for a minister to fall red-handed. In general, corruption in political spheres is white collar, difficult to track and with the use of straw owners, emissaries, third parties or bribery collectors. Not for that it is better. All corruption is harmful and reprehensible, regardless of the method and even less the political line of the criminal.
However, it is worth calling attention to the modus operandi of the Minister of Rural Development and Lands, Edwin Characayo, because it shows a self-confidence only conceivable in those who believe they are powerful and, therefore, go unpunished. With premeditation and night time included, the now former minister went to the crime scene with a sports outfit and “with his face totally hooded” to personally collect the $20,000 bribe.
According to the complaint, Characayo asked for himself and for the “criminal organization” that he leads, $380,000 in exchange for cleaning up a property in Santa Cruz, so the $20,000 was just an advance. He made his victims travel to La Paz, summoned them to his house and, given the refusal, had to collect the money in the middle of the street and put it in the backpack of his companion, the now former director of lands, Hiper Garcia. Immediately afterwards, the policemen, who were surely following them, proceeded to arrest him.
It is an act of corruption that occurred in the upper echelons of Luis Arce’s government, but with a modus operandi comparable only to the underworld. What is remarkable about the case is that the government itself has decided to cut the case by arresting the authority.
There are those who attribute this act of transparency to the internal struggles of the MAS, since there would be a bitter war between the technocrats of Luis Arce and the old guard of the blue party, which is led by Evo Morales and Juan Ramón Quintana, both living in the Chapare, from where they not only give a line, but also govern through their acolytes and social organizations.
It is no coincidence that Quintana himself has described the $20,000 bribe as an “inconsequential” fact, implying that we are putting eye on minutiae against the millionaire deals that are made in Santa Cruz with the land. These statements, which can safely enter the level of complicity, denote that Quintana wants to detract from the work of Minister Eduardo del Castillo.
If this version is true, as a civil society we would have to applaud those fights because, otherwise, it would not be possible to access a few crumbs of transparency.
Along the same lines, other events may be registered, such as the famous 17 flights that landed and took off from the inoperable Chimoré airport, or the resignations and complaints of mistreatment at the Ministry of Planning. It is striking that the masistas themselves are now asking to handlebar and imprison the Minister of Public Works, Edgar Montaño.
Anyway, the denounced facts are real and that is what matters. Once former Minister Characayo and his companion have been arrested, what now remains is for a thorough investigation to be carried out to determine how this “criminal organization” acted, denounced by the Minister of Justice, Iván Lima. It is not enough to know that they were charging $20,000, the Government has to report how many resolutions the current authorities have issued and who they have benefited to determine if they have been framed by the law or have been made viable thanks to bribes.
Characayo belongs to the interculturals, one of the three organizations that support the MAS, and his scandalous arrest harms his sector which, instead of asking for an impartial investigation, has come out saying that they have set a trap for Characayo. [Bolivian Thoughts opinion: “intercultural” is just an euphemism that the masistas have to cover up the population migration who will not only vote for them but will be used to blockade, riot when the masistas call for.]
That is why it is important that President Arce, when choosing his collaborators, not only be guided by union endorsements, but, above all, do so by technical merits, academic qualifications and, above all, by an impeccable track record.
En las altas esferas como en el hampa
No es común que un ministro caiga con las manos en la masa. Por lo general, la corrupción en ámbitos políticos suele ser de cuello blanco, difícil de rastrear y con el uso de palos blancos, emisarios, terceros o cobradores de coimas. No por eso es mejor. Toda corrupción es dañina y condenable, sin importar el método y menos aún la línea política del delincuente.
Sin embargo, no está demás llamar la atención sobre el modus operandi del ministro de Desarrollo Rural y Tierras, Edwin Characayo, porque demuestra un desparpajo solo concebible en quien se cree poderoso y, por tanto, impune. Con premeditación y nocturnidad incluida, el ahora exministro concurrió a la escena del crimen con buzo deportivo y “con el rostro totalmente encapuchado” a recoger personalmente la coima de 20.000 dólares.
Según la denuncia, Characayo pidió para él y para la “organización criminal” que lidera 380 mil dólares a cambio de sanear un predio en Santa Cruz, por lo que los 20.000 dólares eran apenas un anticipo. Hizo que sus víctimas viajaran a La Paz, los citó en su casa y, ante la negativa, tuvo que recoger el dinero en plena calle y ponerlo en la mochila de su acompañante, el ahora exdirector de tierras, Hiper García. Acto seguido, los policías, que seguramente los estaban siguiendo, procedieron a su aprehensión.
Se trata de un acto de corrupción ocurrido en las altas esferas del gobierno de Luis Arce, pero con un modus operandi comparable únicamente al mundo del hampa. Lo destacable del caso es que el propio Gobierno haya decidido cortar el caso deteniendo a la autoridad.
Hay quienes atribuyen este acto de transparencia a las pugnas internas del MAS, puesto que existiría una enconada guerra entre los tecnócratas de Luis Arce y la vieja guardia del partido azul, que está liderada por Evo Morales y por Juan Ramón Quintana, ambos afincados en el Chapare, desde donde no sólo dan línea, sino que gobiernan a través de sus fichas y de las organizaciones sociales.
No es casual que el propio Quintana haya calificado la coima de 20.000 dólares como un hecho “intrascendente”, dando a entender que se está poniendo el ojo en minucias frente a los millonarios negocios que se hacen en Santa Cruz con las tierras. Esas declaraciones, que pueden ingresar tranquilamente en el plano de la complicidad, denotan que Quintana quiere desmerecer el trabajo del ministro Eduardo del Castillo.
De ser cierta esta versión, como sociedad civil tendríamos que aplaudir esas peleas porque, de otra manera, no sería posible acceder a unas migajas de transparencia.
En esta misma línea pueden estar inscritos otros hechos como los famosos 17 vuelos que aterrizaron y despegaron del inoperable aeropuerto de Chimoré, o las renuncias y denuncias de malos tratos en el Ministerio de Planificación. Llama la atención que sean los propios masistas que ahora estén pidiendo enmanillar y encarcelar al ministro de Obras Públicas, Edgar Montaño.
Como sea, los hechos denunciados son reales y eso es lo que importa. Una vez detenido el exministro Characayo y su acompañante, lo que queda ahora es que se haga una investigación a fondo para determinar cómo actuaba esta “organización criminal” denunciada por el ministro de Justicia, Iván Lima. No basta con saber que estaban cobrando 20.000 dólares, el Gobierno tiene que informar cuántas resoluciones han emitido las actuales autoridades y a quiénes han beneficiado para determinar si han estado enmarcadas en la ley o han sido viabilizadas gracias a las coimas.
Characayo pertenece a los interculturales, una de las tres organizaciones que sustentan al MAS, y su escandalosa detención perjudica a su sector que, en vez de pedir una investigación imparcial, ha salido al paso diciendo que le han puesto una trampa a Characayo. [Opinión de Bolivian Thoughts: “intercultural” es solo un eufemismo que tienen los masistas para encubrir la migración de la población que no solo votará por ellos sino que se usarán para bloqueos, motines cuando los masistas lo pidan.]
Por eso es importante que el presidente Arce, a la hora de elegir a sus colaboradores, no solamente se guíe por los avales sindicales, sino y, sobre todo, lo haga por los méritos técnicos, títulos académicos y, sobre todo, por una trayectoria intachable.
