Manfred becomes the head of the opposition
Last year many moderate voters voted for Luis Arce Catacora, hoping that his government will stabilize the economy, fight the pandemic and do everything possible to reconcile the country.
Today there is no space to list the abusive actions of the first 100 days of the new Government. A banal example sums up the long list of his abuses. The change of the national shield for the Chakana cross has been a gratuitous offense to all Bolivians and an unnecessary humiliation to our Armed Forces. It is the announcement that a despotic hand is coming.
Why is the MAS radicalizing if it is the least convenient for it to win the urban vote on March 7? How to explain such nonsense when the MAS had a great opportunity to become a modern party, freed from the outdated chieftainship model, supported not only by its base, but by a large sector of moderate voters?
The reason is very simple. President Luis Arce Catacora does not have a political base of his own. His boss Evo Morales has 35% of voters who will die swearing that he is God. For those voters, everything Evo says or does has the value of a divine order. A signal from Evo against the President is enough and that excited mass can overthrow his management.
Arce Catacora has realized that Evo Morales is preparing to blame him for the loss of the most important mayors and governorships or perhaps to succeed him. To avoid this, he launches a series of measures that scare away the electorate of the center, but that aim to test his loyalty to the most radical wing of the MAS. His vice president winks at all sectors.
Thanks to this veiled struggle, two opposition leaderships are being generated that, although they are not new, are acquiring enormous power. The two candidates to head the new opposition are Manfred Reyes Villa, regardless of whether or not he becomes mayor of La Llajta, and Eva Copa, no matter how much she is perceived as the only owner of El Alto.
If these two skilled politicians agree to compete fairly with each other, they can stop the government’s abuses of power and set an example for us to resume reconciliation. If, on the contrary, they do nothing but treat themselves as enemies to the death to please their fanatical bases, they will have done nothing but favor the abusive dominance of the MAS.
The hard vote of the MAS does not reach 35%. Despite that, he won the 2020 national elections with more than 55%. At that time, the available voters in the center amounted to 20%, distributed according to surveys among those who declared themselves undecided, white or null.
The opposition bet to lose them. Luis Fernando Camacho despised them. He became convinced that those who did not come out for him in the polls were a despicable minority of Masistas. Carlos Mesa believed that 65% of the voters would vote against the MAS. He assumed the center was in his pocket. The main opponents did not know how to agree on a common strategy. The MAS removed moderate voters from them and added them to its own hard base.
In its first administration, the MAS divided and annulled the Media Luna, that coalition made up of the opposition mayors and prefects that had won the subnational elections. The government intimidated the Santa Cruz opposition by setting up the Hotel Las Américas. Dozens of opponents were unable to escape the country in time. They were jailed, some for more than 10 years. Once they were shot down, the Government bought the business community and settled with the prefect.
Now it is not so easy. Senior police and military officials are no longer so submissive. They remember the vicious persecution of their comrades for having participated in the government of Jeanine Áñez. It is not certain that they will obey if the Government orders them to attack the people who will rise up in the main cities, starting with Cochabamba, who will burn if they disqualify Manfred Reyes Villa.
The Police will no longer allow a MAS mob to burn El Alto mayoral officials alive to scrub an opposition mayor, as it did in February 2016. The announcements that the MAS will organize its own armed militias fall very badly. the Police and the military. Lying about an alleged military coup in 2019 to cover up the electoral fraud of that year takes away seriousness and authority from the government of Luis Arce Catacora among all those in uniform.
The moderates who voted for Luis Arce Catacora in last year’s elections did not give him a blank check. They did not expect the current follies and abuses. Now it is their turn to vote for mayors and governors who carry out effective management and who are also capable of forming a single trench in defense of democracy.

Manfred se convierte en el jefe de la oposición
El año pasado muchos votantes moderados votaron por Luis Arce Catacora, esperando que su Gobierno estabilice la economía, combata la pandemia y haga todo lo posible por reconciliar al país.
Hoy falta espacio para listar las acciones abusivas de los primeros 100 días del nuevo Gobierno. Un ejemplo banal resume su larga lista de abusos. El cambio del escudo nacional por la cruz chakana ha sido una ofensa gratuita a todos los bolivianos y una humillación innecesaria a nuestras Fuerzas Armadas. Es el anuncio de que se viene una mano despótica.
¿Por qué se está radicalizando el MAS si es lo que menos le conviene para ganar el voto urbano del 7 de marzo? ¿Cómo explicar semejante desatino cuando el MAS tuvo una gran oportunidad de convertirse en un partido moderno, liberado del caduco modelo caudillista, apoyado no solo por su base, sino por un gran sector de votantes moderados?
La razón es muy sencilla. El presidente Luis Arce Catacora no tiene una base política propia. Su jefe Evo Morales cuenta con un 35% de votantes que morirán jurando que es Dios. Para esos votantes todo lo que diga o haga Evo tiene el valor de una orden divina. Basta una señal de Evo en contra del Presidente y esa masa enfervorizada puede tumbar su gestión.
Arce Catacora se ha dado cuenta que Evo Morales se prepara para echarle la culpa por la pérdida de las alcaldías y gobernaciones más importantes o tal vez para sucederlo. Para evitarlo, lanza una serie de medidas que espantan al electorado del centro, pero que apuntan a probar su lealtad ante el ala más radical del MAS. Su vicepresidente guiña a todos los sectores.
Gracias a esta pugna velada se están generando dos liderazgos opositores que, si bien no son nuevos, están adquiriendo un enorme poder. Los dos aspirantes a encabezar la nueva oposición son Manfred Reyes Villa, más allá de que llegue o no a ser alcalde de la Llajta, y Eva Copa, por mucho que se la perciba como dueña tan solo de El Alto.
Si estos dos hábiles políticos se ponen de acuerdo en competir limpiamente entre sí, pueden frenar los abusos de poder del Gobierno y darnos el ejemplo para retomar la reconciliación. Si, por el contrario, no hacen otra cosa que tratarse como enemigos a muerte por complacer a sus bases fanáticas, no habrán hecho otra cosa que favorecer el predominio abusivo del MAS.
El voto duro del MAS no llega al 35%. A pesar de eso ganó las elecciones nacionales de 2020 con más del 55%. En ese momento los votantes disponibles del centro sumaban un 20%, repartido según las encuestas entre los que se declaraban como indecisos, blancos o nulos.
La oposición apostó a perderlos. Luis Fernando Camacho los despreció. Se convenció de que los que no se declararon a su favor en las encuestas eran una minoría despreciable de masistas. Carlos Mesa creyó que el 65% de los votantes votarían contra el MAS. Supuso que el centro estaba en su bolsillo. Los principales opositores no supieron concertar una estrategia común. El MAS les quitó los votantes moderados y los sumó a su propia base dura.
En su primera gestión, el MAS dividió y anuló a la Media Luna, esa coalición conformada por los alcaldes y prefectos opositores que habían ganado las elecciones subnacionales. El Gobierno intimidó a la oposición cruceña con el montaje del Hotel Las Américas. Docenas de opositores no pudieron escapar del país a tiempo. Fueron encarcelados, algunos por más de 10 años. Una vez que los doblegó a bala, el Gobierno compró al empresariado y transó con el prefecto.
Ahora ya no es tan fácil. Los altos mandos policiales y militares ya no son tan sumisos. Se acuerdan de la persecución sañuda de sus camaradas por haber participado en el gobierno de Jeanine Áñez. No es seguro que obedecerán si el Gobierno les ordena que arremetan contra la gente que se alzará en las principales ciudades, empezando por Cochabamba, que arderá si inhabilitan a Manfred Reyes Villa.
La Policía ya no permitirá que una turba del MAS queme vivos a funcionarios de la alcaldía de El Alto para fregar a una alcaldesa opositora tal como lo hizo en febrero de 2016. Los anuncios de que el MAS organizará sus propias milicias armadas caen muy mal a la Policía y a los militares. Mentir sobre un supuesto golpe militar de 2019 para encubrir el fraude electoral de ese año le quita seriedad y autoridad al gobierno de Luis Arce Catacora entre todos los uniformados.
Los moderados que votaron por Luis Arce Catacora en las elecciones del año pasado no le entregaron un cheque en blanco. No esperaban los desatinos y abusos actuales. Ahora les toca votar por alcaldes y gobernadores que hagan una gestión efectiva y que, además, sean capaces de conformar una sola trinchera de defensa de la democracia.
