Inadvisable opposition or government violence
In the country there were always exalted political groups, dedicated to creating an atmosphere of intolerance and unrest. These groups indistinctly arise from the ruling party and the opposition. The election of the directors of the Santa Cruz parliamentary caucus was the cause of a brawl between the Union Juvenil Cruceñista and MAS groups, when they struggled to enter the premises. Mr. José Carlos Gutiérrez from Podemos had been elected president. Apparently the aggression came from the youth organization. The same, after knowing the general calculation of the election with an overwhelming victory of the MAS, starred in town councils and protest blockades demanding the cancellation of the electoral act and other out of place emergencies. This protest paralyzed the Santa Cruz capital with the consequent damages and the rejection of the population. This reflection does not mean that the opposition parties have a contemplative attitude, but it does not mean that the weight of promoters of unease is thrown on their backs.
When the MAS has lost two-thirds in the Legislature and the previous Assembly took the opportunity to exchange them for an absolute majority (half the votes plus one), the opposition benches must focus on the recovery of two-thirds in order to participate in important decisions. The opposition militancies must support this management through channels adjusted to the Constitution and remain on the lookout.
In this way, the accusations of the ruling party of a violent opposition that persecutes the confrontation will be reversed. The MAS should not be allowed to gain internal and external political benefits with this version of violence. Abroad – as has been seen – it enjoys great coverage from some governments and the media.
Public opinion believes that the Government of Mr. Luis Arce will not incur the same authoritarian attitudes that it did during the fourteen-year period. If this is the case, the opposition action will be justified and, without a doubt, it will denounce it before the international community.
Also the discomfort of the Santa Cruz people, due to an alleged electoral fraud last October, is explained and subsists by the refusal of the Supreme Electoral Tribunal to submit that process to an audit that clears up doubts. Clearly there is no suspicion of fraud at the TSE level, but it does come from some Departmental Electoral Courts with members of Masista affiliation and ratified or new ones of the same origin who could have committed to favor their party. The field is another space where there is no control or supervision of the purity of the vote. The refusal of the TSE increases the doubt, even more so given the proximity of the subnational elections.
Desaconsejable violencia opositora u oficialista
En el país siempre hubo grupos políticos exaltados, dedicados a crear ambiente de intolerancia y agitación. Estos grupos indistintamente surgen del oficialismo y de la oposición. La elección de los directivos de la bancada parlamentaria de Santa Cruz fue motivo de una gresca entre la Unión Juvenil Cruceñista y grupos del MAS, cuando éstos pugnaban por ingresar al recinto. Había sido elegido presidente el señor José Carlos Gutiérrez de Podemos. Aparentemente la agresión partió de la organización juvenil. La misma, luego de conocerse el cómputo general de la elección con un aplastante triunfo del MAS, protagonizó cabildos y bloqueos de protesta exigiendo la anulación del acto electoral y otras emergencias fuera de lugar. Esta protesta paralizó la capital cruceña con los perjuicios consiguientes y el rechazo de la población. Esta reflexión no quiere decir que los parridos de oposición se lleven de una actitud contemplativa, pero tampoco que se echen a la espalda el peso de propiciadores de intranquilidad.
Cuando el MAS ha perdido los dos tercios en el Legislativo y la anterior Asamblea aprovechó para cambiarlos por la mayoría absoluta (mitad de votos más uno), las bancadas opositoras deben concentrarse en la recuperación de los dos tercios para poder participar en las decisiones importantes. Las militancias opositoras deben apoyar esa gestión por vías ajustadas a la Constitución y mantenerse a la expectativa.
De ese modo, se revertirán las acusaciones del oficialismo de una oposición violenta y que persigue el enfrentamiento. No se debe dar lugar a que el MAS saque beneficio político en lo interno y externo con esa versión de violencia. En el extranjero –como se ha visto—goza de gran cobertura de algunos gobiernos y de medios.
La opinión pública cree que el Gobierno del señor Luis Arce no incurrirá en las mismas actitudes autoritarias en las que incurrió el periodo de catorce años de duración. Si así fuese se justificará la acción opositora y, sin duda, lo denunciará ante la comunidad internacional.
También la incomodidad del pueblo cruceño, por un supuesto fraude electoral en octubre pasado, se explica y subsiste por el hecho de la negativa del Tribunal Supremo Electoral a someter ese proceso a una auditoría que despeje las dudas. Claramente no hay sospecha de fraude a nivel del TSE, pero sí proveniente de algunas Cortes Departamentales Electorales con vocales de filiación masista y ratificados o de nuevos del mismo origen que pudiesen haberse comprometido a favorecer a su partido. El campo es otro espacio donde no existe control ni supervisión de la puridad del voto. La negativa del TSE acrecienta la duda, más aún ante la cercanía de las elecciones sub nacionales.
