Of expenses and “absurd” distributions
The one that was the Ministry of Cultures never worked quite well and that is because it is not understood what is the profile of who should lead that portfolio or, in reality, because the Government of the day is not really interested in culture.
It is exhausting that artists and managers have to try to demonstrate or explain their “usefulness,” it is even more exhausting to remove the stigma of “absurd spending” that remained after the Government of Jeanine Áñez, when this ministry was eliminated. So, it is pretty clear what were the priorities of that ministry.]
Now, amid rumors and interdictions, the names that are being considered to take over what will now be the Ministry of Cultures and Decolonization, make it clear that there is no interest in ensuring culture, what matters is to reestablish a space to continue distributing “job quotas.”
The artistic and cultural sector has been one of the hardest hit by the pandemic and the few government institutions that remain to encourage artistic production, such as some that depend on the Central Bank Cultural Foundation, have launched summons such as Creative Ideas (April ) and still not paying the winners. And there are worse cases in which artists have been left hanging after attending invitations from this type of institution. Another example is that of the Urban Interventions Project (PIU), in which there were also outstanding debts with artists.
Even in the mayor’s office of Cochabamba, the award ceremony or publication of winning works from past administrations remains in doubt. The point is that there is no respect for the work of artists or in the institutions that must ensure and encourage cultural production in the country. Being that, in addition, we have very valuable artists who even export their work without any government support.
In a country with so many needs, it is urgent to understand that art and cultures are part of our identity and are essential to promote education and critical thinking in the population, as well as human integrity.

De gastos y repartijas “absurdas”
El que era el Ministerio de Culturas nunca funcionó del todo bien y eso es porque no se entiende cuál es el perfil de quien debe liderar esa cartera o, en realidad, porque al Gobierno de turno no le interesa realmente la cultura.
Es agotador que los artistas y gestores tengan que tratar de demostrar o explicar su “utilidad”, es más agotador aún quitarse el estigma de “gasto absurdo” que quedó después del Gobierno de Jeanine Áñez, cuando eliminó dicho ministerio. Ahora, entre rumores y entredichos, los nombres que se barajan para hacerse cargo del que ahora será Ministerio de Culturas y Descolonización, dejan en evidencia que no interesa velar por la cultura, lo que importa es restablecer un espacio para seguir repartiendo “cuotas”.
El sector artístico y cultural ha sido uno de los más golpeados por la pandemia y las pocas instituciones gubernamentales que quedan para incentivar la producción artística, como algunas que dependen de la Fundación Cultural del Banco Central, han lanzado convocatorias como la de Ideas Creativas (abril) y aún no pagan a los ganadores. Y hay casos peores en los que los artistas han quedado colgados después de atender a invitaciones de este tipo de instituciones. Otro ejemplo es el del Proyecto Intervenciones Urbanas (PIU), en el que también quedaron deudas pendientes con artistas.
Incluso en la alcaldía de Cochabamba queda en duda la entrega de premios o publicación de obras ganadoras de gestiones pasadas. El punto es que no hay respeto por el trabajo de los artistas ni en las instituciones que deben velar e incentivar la producción cultural en el país. Siendo que, además, tenemos artistas muy valiosos que incluso exportan su trabajo sin ningún apoyo gubernamental.
En un país con tantas necesidades, es urgente entender que el arte y las culturas son parte de nuestra identidad y son imprescindibles para impulsar la educación y el pensamiento crítico en la población, además de la integridad humana.
