Mesa and his parliamentary caucus protested the 2/3
- When Luis Arce issued his presidential message, the assembly members of the Citizen Community (CC) withdrew from the Chamber of the Legislative Assembly
The former president and leader of the Citizen Community (CC), Carlos Mesa, and 50 members of his caucus protested yesterday during the inauguration of President Luis Arce in demand for the reinstatement of the two-thirds requirement in the Legislative regulations.
After the intervention of the vice president, David Choquehuanca, the elected legislators of CC protested by displaying banners that read “No to abuse of power” and “2/3 is democracy.”
Through a video broadcast on their social networks, Mesa stated: “The entire caucus of the Citizen Community, made up of 50 national representatives, is inside the Legislative Palace and we have met to express our protest against an arrogant and unacceptable attitude of the Movement to Socialism, which, taking advantage of the closure of the previous legislature, has modified the regulations of both chambers. Modification that violates a fundamental principle, respect for decisions that must be made by two thirds of both chambers.”
The former president announced that in the next few hours they will present a document before the Plurinational Constitutional Court (TCP) to file an appeal against the resolutions of the Legislative Organ and annul the modification of the regulations of the Chambers of Deputies and Senators.
LEAVING THE HEMICYCLE
When Luis Arce issued his presidential message, the 50 national assembly members of CC withdrew from the hemicycle, in protest and to leave evidence before the country and the international community that CC has a “democratic conscience.”
The reaction comes after, in the previous legislature, the MAS in the Chambers of Senators and Deputies modified, between October 27 and 28, several articles of its regulations.
Among the main provisions modified and that establish that a two-thirds vote is no longer required for promotion in the Armed Forces (FFAA) and in the Police; the appointment of ambassadors and plenipotentiary ministers and the appointment of special investigation commissions.
Upon their arrival in Plaza Murillo, when asked why they decided to change their opinion, when days before they said they would not attend the inauguration of the President-elect, Mesa stated that the fundamental reason for their presence was to express from the hemicycle a voice of protest and repudiation to disrespect for two thirds.
Mesa explained that they made an evaluation of the impact of their protest and considered that it was not intelligent from the point of view of the international community, the world’s media and what “I am doing right now if we did not attend.”
“We realized that the protest will have a much greater effect by being present in the hemicycle and expressing that two thirds are non-negotiable for the Citizen Community and that we will make a serious and responsible opposition and because we are the first force of the opposition,” declared.

El expresidente y líder de Comunidad Ciudadana (CC), Carlos Mesa, y 50 miembros de su bancada protestaron ayer durante el acto de posesión del presidente Luis Arce en demanda de la reposición del requisito de los dos tercios en los reglamentos del Legislativo.
Tras la intervención del vicepresidente, David Choquehuanca, los legisladores electos de CC protestaron mostrando pancartas que decían “No al abuso de poder” y “2/3 es democracia”.
A través de un video difundido en sus redes sociales, Mesa manifestó: “La bancada íntegra de Comunidad Ciudadana, integrada por 50 representantes nacionales, se encuentra en el interior del Palacio Legislativo y nos hemos reunido para expresar nuestra protesta por una actitud prepotente e inaceptable del Movimiento al Socialismo, que aprovechando el cierre de la anterior legislatura ha modificado los reglamentos de las dos cámaras. Modificación que vulnera un principio fundamental, el respeto a decisiones que deben ser tomadas por dos tercios de ambas cámaras”.
El expresidente anunció que en las próximas horas presentarán un documento ante el Tribunal Constitucional Plurinacional (TCP) para interponer un recurso contra las resoluciones del Órgano Legislativo y se anule la modificación de la reglamentación de las Cámaras de Diputados y Senadores.
SALIDA DEL HEMICICLO
Cuando Luis Arce emitía su mensaje presidencial los 50 asambleístas nacionales de CC se retiraron del hemiciclo, en señal de protesta y para dejar constancia ante el país y la comunidad internacional de que CC tiene “consciencia democrática”.
La reacción se da luego de que en la anterior legislatura, el MAS en las Cámaras de Senadores y Diputados modificaron, entre el 27 y 28 de octubre, varios artículos de sus reglamentos.
Entre las principales disposiciones modificadas y que establecen que ya no se requieren los dos tercios de voto para el ascenso en las Fuerzas Armadas (FFAA) y en la Policía; el nombramiento de embajadores y ministros plenipotenciarios y la designación de las comisiones especiales de investigación.
A su arribo a plaza Murillo, consultado por qué decidieron cambiar de opinión, cuando días antes dijeron que no asistirían a la posesión del Presidente electo, Mesa afirmó que la fundamental razón para su presencia era expresar desde el hemiciclo una voz de protesta y de repudio a la falta de respeto a los dos tercios.
Mesa explicó que hicieron una evaluación del impacto de su protesta y consideraron que no era inteligente desde el punto de vista de la comunidad internacional, de los medios de comunicación del mundo y lo “que estoy haciendo en este momento si no asistíamos”.
“Nos dimos cuenta que la protesta va a tener un efecto mucho mayor estando presentes en el hemiciclo y expresando que los dos tercios son algo innegociable para Comunidad Ciudadana y que haremos una oposición seria y responsable y porque somos la primera fuerza de la oposición”, declaró.
