The country deserves an explanation from Arce
It is not enough for the candidate of the Movement to Socialism (MAS), Luis Arce Catacora, to say that the report of the Financial Investigations Unit (UIF) is a dirty war and to announce the beginning of a trial against his detractors.
Arce was Minister of Economy for almost the entire government of Evo Morales and is now among the two candidates best positioned to win the elections and, therefore, he should explain, deposit by deposit, where the money that has reached their bank accounts comes from, while he was an authority of the State or during the period in which he left office for health treatment.
Arce must explain if he really received money from officials of the Ministry of Economy, private companies and public entities. He must tell the country if he really owns six real estate, if his assets grew by 878 thousand Bolivians in a single semester and if his young children were benefited with very high bank loans.
The fleeting attorney general of the State, Alberto Morales, was in office for just 18 days, but time was enough to present a report from the UIF on the financial movements of Arce and his wife.
The report covers the period between 2006 and 2020, time in which irregular or unjustified movements were detected for the value of six million Bolivians.
“What evidence the UIF … irregular anomalous economic movements and without legitimate justification in the accounts of the former minister and his family,” Morales said at a press conference.
The report also details that his secretary deposited 689,441 Bolivians with Arce and that six other officials from the Ministry of Economy entered deposits into his account, between 2011 and 2019, 310,647 Bolivians. On the other hand, there are deposits from private companies and even from a union leader.
It was an open secret that the MAS charged its officials a percentage of their salaries for the operation of the party, so Arce would have to clarify whether the destination of those deposits was for this or other purposes.
The data released is detailed, with amounts, dates and names of the depositors, so saying that it is a dirty war in the framework of the electoral campaign is not enough.
Luis Arce has so far four criminal complaints, all promoted by the government of Jeanine Añez. It is likely that the former minister would not have so many accusations if he were not a candidate, but precisely for that reason he should explain every detail of his income.
The cases in which Arce is accused are Fondioc, because he was part of the board of directors when the millionaire embezzlement took place; that of the Public Engenderment, because during his tenure companies were paid for the purchase of software that was never installed; for the Terrorism case due to its alleged support for the August blockades attributed to sectors related to the MAS, and now for illicit enrichment.
The case of the Engenderment is, for now, the one that is of greater clarity and gravity. The MAS government paid $ 3 million as an advance on a contract valued at $ 5.1 million to Sysde, but Sysde never delivered the compromised software.
After this failure, the Colombian company Heinsohn was hired for 10.4 million dollars to supply this software, but the acquisition was halted by the Añez government.
What the government has in its favor is that Añez is no longer a presidential candidate and then it could hardly be said that the trials against Arce have the objective of overthrowing an opponent, but it is also true that the hard wing of the Executive has been cruel with former MAS authorities, which has led to an over-accumulation of complaints and lawsuits.
That is precisely why it is important for Arce to clarify, at least, what is the situation of his personal finances. A public servant, and especially if he pretends to be the president of the State, must be transparent and, therefore, cannot go off on a tangent saying that they are slander from his opponents.
El país merece una explicación de Arce
No basta con que el candidato del Movimiento Al Socialismo (MAS), Luis Arce Catacora, diga que el informe de la Unidad de Investigaciones Financieras (UIF) es guerra sucia y que anuncie el inicio de un juicio en contra de sus detractores.
Arce fue ministro de Economía durante casi todo el gobierno de Evo Morales y ahora está entre los dos candidatos mejor posicionados para ganar las elecciones y, por tanto, debería explicar, depósito por depósito, de dónde proviene el dinero que ha llegado a sus cuentas bancarias mientras era autoridad del Estado o durante el lapso en el que dejó el cargo para un tratamiento de salud.
Arce debe explicar si realmente recibió dinero de los funcionarios del Ministerio de Economía, de empresas privadas y de entidades públicas. Debe decirle al país si realmente es dueño de seis bienes inmuebles, si su patrimonio creció en 878 mil bolivianos en un solo semestre y si sus jóvenes hijos fueron beneficiados con altísimos créditos bancarios.
El fugaz procurador general del Estado, Alberto Morales, estuvo en el cargo apenas 18 días, pero el tiempo le alcanzó para presentar un informe de la UIF sobre los movimientos financieros de Arce y de su esposa.
El informe abarca el lapso comprendido entre el 2006 y 2020, tiempo en el que se detectaron movimientos irregulares o no justificados por el valor de seis millones de bolivianos.
“Qué evidencia la UIF… movimientos económicos anómalos irregulares y sin justificación legítima en las cuentas del exministro y su familia”, dijo Morales en conferencia de prensa.
El informe también detalla que su secretaria le depositó a Arce 689.441 bolivianos y que otros seis funcionarios del Ministerio de Economía ingresaron a su cuenta, entre 2011 y 2019, 310.647 bolivianos. Por otro lado, se registran depósitos de empresas privadas y hasta de un dirigente sindical.
Era un secreto a voces que el MAS cobraba a sus funcionarios un porcentaje de sus salarios para el funcionamiento del partido, por lo que Arce tendría que aclarar si el destino de esos depósitos era para ese u otros fines.
Los datos lanzados están detallados, con montos, fechas y nombres de los depositantes, por lo que decir que es guerra sucia en el marco de la campaña electoral no es suficiente.
Luis Arce suma hasta ahora cuatro denuncias penales, todas impulsadas por el gobierno de Jeanine Añez. Es probable que el exministro no tendría tantas acusaciones si no fuera candidato, pero precisamente por eso debería explicar cada detalle de sus ingresos.
Los casos en los que está acusado Arce son Fondioc, porque era parte del directorio cuando se produjo el millonario desfalco; el de la Gestora Pública, porque durante su gestión se pagó a empresas por la compra de software que nunca llegó a instalarse; por el caso Terrorismo debido a su supuesto apoyo a los bloqueos de agosto atribuido a sectores afines al MAS, y ahora por enriquecimiento ilícito.
El caso de la Gestora es, por ahora, el que reviste mayor claridad y gravedad. El gobierno del MAS pagó tres millones de dólares como adelanto de un contrato valuado en 5,1 millones de dólares a Sysde, pero esta empresa nunca entregó el software comprometido.
Tras ese fracaso, la empresa colombiana Heinsohn fue contratada por 10,4 millones de dólares para la provisión de este software, pero la adquisición fue paralizada por el gobierno de Añez.
Lo que tiene a su favor el gobierno es que Añez ya no es candidata presidencial y entonces mal se podría decir que los juicios contra Arce tienen el objetivo de derribar a un oponente, pero también es cierto que el ala dura del Ejecutivo se ha ensañado con las exautoridades del MAS, lo que ha dado lugar a una sobreacumulación de denuncias y juicios.
Precisamente por eso es importante que Arce aclare, al menos, cuál es la situación de sus finanzas personales. Un servidor público y máxime si pretende ser el presidente del Estado debe ser transparente y, por tanto, no puede salirse por la tangente diciendo que son calumnias de sus oponentes.
