Caprice prevents 10% for health
Although on the street and among ordinary citizens everyone says yes to 10% of the National Budget for Health, the bill has been postponed by the Legislative Assembly because two thirds of the MAS have been vetoing its consideration since November 2019, when the transitory government forwarded it to that State Organ. This proposal is originally due to the well-known Father Mateo, who since 2015 began a popular crusade for the implementation of the 10% budget in favor of Health. The MAS government not only rejected him, but the priest had to leave the country under official pressure.
Since his return, he has been insisting on this benefit of true social meaning and for Bolivia to stop registering the lowest percentage of the continent in this area. This time the Executive agreed but the fence is in the legislators of the MAS. In particular, its deputy Franklin Flores, president of the Education and Health Commission, a body that does not issue the corresponding report despite the fact that the Ministry of Economy and Finance favorably requested it, as well as other concerned entities. For a week, Simres, which groups together the different health sectors of the nation, has been on a hunger strike demanding the consideration and approval of the respective law.
The two thirds mentioned, as part of their obstructionist vision against any initiative of the Executive Branch, argued that this vital percentage could not be applied in the 2019 management that was almost exhausted in time, opportunity and resources. However, in the current 2020 administration and almost at the end, their opposition continues, lacking in arguments, but abundant in stubbornness and caprice of which the MAS gave successive tests in its government.
This attitude does not hide its political character in order not to give a prize to the current state administration, with an old desire of the population. This one had to suffer and still suffers the consequences of carelessness and neglect of health, typical of the Morales-García Linera government. The health crisis caused by Covid 19 found hospitals without adequate equipment, supplies or personnel to face it, despite the boom period never seen in the country of ten consecutive years and longer, thanks to the high international prices of the raw materials.
This stubborn temperament of the Legislative postpones 10% for health until well into 2021 and in the meantime the new powers of the State assume their functions and other formalities, as long as the indicated political “instrument” does not emerge victorious from the electoral contest or perhaps then award it to him in a personal capacity as it happened with many measures inherited from previous governments.
Capricho impide el 10 % para la salud
Aunque en la calle y entre los ciudadanos de a pie todos dicen sí al 10 % del Presupuesto Nacional para la Salud, el proyecto de ley está pospuesto por la Asamblea Legislativa porque los dos tercios del MAS vienen vetando su consideración desde noviembre de 2019, cuando el Gobierno transitorio lo remitió a ese Órgano del Estado. Esta propuesta se debe originalmente al conocido Padre Mateo, quien desde el 2015 inició una cruzada popular para la implementación del 10 % presupuestario a favor de la Salud. El gobierno del MAS no solo lo rechazó, sino que el sacerdote tuvo que alejarse del país bajo presión oficial.
Desde su retorno se halla insistiendo en este beneficio de verdadero sentido social y para que Bolivia deje de registrar el porcentaje más bajo del continente en este rubro. Esta vez el Ejecutivo accedió pero la valla se encuentra en los legisladores del MAS. En especial de su diputado Franklin Flores, presiente de la Comisión de Educación y Salud, instancia que no emite el correspondiente informe pese a que el Ministerio de Economía y Finanzas requirió favorablemente, así como otros entes concernidos. Desde hace una semana el Simres que agrupa a los diferentes sectores de salud de la nación se encuentra en huelga de hambre demandando la consideración y aprobación de la ley respectiva.
Los dos tercios mencionados, como parte de su visión obstruccionista contra toda iniciativa del Órgano Ejecutivo, adujo que este vital porcentaje no podía aplicarse en la gestión 2019 que se encontraba casi agotada en tiempo, oportunidad y recursos. Sin embargo, en la presente gestión 2020 y ya casi a su final sigue su oposición carente de argumentos, pero abundante de obstinación y capricho de los que el MAS dio sucesivas pruebas en su gobierno.
Esta actitud no disimula su carácter político a fin de no dar un lauro a la actual administración estatal, con un viejo anhelo de la población. Ésta tuvo que sufrir y aún sufre las consecuencias de la incuria y del abandono de la salud, propios del gobierno Morales-García Linera. La crisis sanitaria ocasionada por el Covid 19 encontró a los hospitales sin equipos, insumos ni personal adecuado para enfrentarla, no obstante el período de bonanza jamás visto en el país de diez años consecutivos y más de duración, gracias a los elevados precios internacionales de las materias primas.
Este temperamento empecinado del Legislativo posterga el 10% para la salud hasta bien entrado el 2021 y entretanto los nuevos poderes del Estado asuman sus funciones y demás formalismos, siempre y cuando el indicado “instrumento” político no salga victorioso de la contienda electoral o quizá entonces se lo adjudique a título personal como hizo con muchas medidas heredadas de anteriores gobiernos.
