Nobody wants to be the legitimate father of the current crisis and they blame each other, when it is known that the natural parent was Evo Morales, and the one who is spoiling her is Arce Catacora who does not feel like the child’s father, and asks the promoter who, as a divorcee, does not shy away from maintenance expenses and does not play dumb. Who fathered the undesirable creature is what is under discussion, because Morales has been the owner of the house and Arce, his amanuensis who obeyed his orders.
Although the dark Choquehuanca, oblivious to any paternity mess, says, wanting to protect the crisis, that his disease is not the product of a genetic failure of the biological father, whoever he was, but rather that it is due to the “coup” that Mrs. Jeanine Áñez made him by knocking the creature out of the cradle. Only the brilliant brain of the vice president, nationally recognized, can try to deceive us by stating that in 17 years of the MAS government, interrupted by just 11 months between Covid and general elections, the bombastic MESCP (Economic, Social, Community and Productive Model) went downhill.
That Don David Choquehuanca says that, in the 2019 “coup”, Bolivia ran out of money and that, for this reason, the current government is resorting to credits to survive, is a perfect nonsense. Regarding the malignant and vengeful accusations that are made against Mrs. Áñez, stating that she is responsible for a non-existent coup d’état, that they want to attribute her the acute economic crisis we are going through, it is already beyond all sanity.
The culprit of the current crisis is Evo Morales and no one else. His vice president and his ministers—including Arce Catacora—did what the boss said or suggested what they knew the boss would like. The rest is nonsense. Now, that Arce has been unable to straighten the course of the country and avoid a shipwreck that threatens to be titanic (like that of the Titanic), he clearly points out that the masistas have no remedy.
And they also have no measure because even the spokesman Jorge Richter, that well-dressed, well-mannered young man who seems to have graduated from Oxford and not from the unions, has said, according to the press, that the MAS is a government of the people and that “It has not betrayed nor will it betray the anti-imperialist, anti-neoliberal, anti-colonial and anti-patriarchal principles of our political instrument…”
If everything is “anti” what is the pro? He affirms that the State, the Change Process, the economic model must be strengthened, but how? Isn’t it stupid to keep talking about strengthening the State and this bankrupt economic model? Because even The Economist, which has been low-key on Bolivia, now believes the nation is on the brink of collapse. Of course, for the MAS, The Economist must be a comic magazine.
Governing is not just spending. To spend, one does not need statesmen but spendthrifts. The MAS has squandered more than 50 billion dollars, from hydrocarbon income alone, according to those who know. But 11 billion of the international reserves have been spent, which is to scrape the bottom of the pot until reaching the burnt bottom. In addition, the pro-government parliamentarians have fought like wild beasts to monetize the gold reserves and breathe for a couple of months. But, overwhelmed, they also resort to foreign credit without caring that the money comes from capitalist and imperialist countries or banks.
In addition, they have put their eye on the pension funds, where all the money of the retirees is, and where the State already owes around six billion dollars. They are nationalizing pensions —holy heavens!— through a manager of dubious solvency that will administer a whopping 23,500 million greens. Everything, surely, to finance current spending, loss-making state companies, subsidies, enough for that living well, which, for the regime, has become living well. What the MAS does not suspect is the angry reaction that the hundreds of thousands of retirees will have if their future is messed up with.
If this government wants to get out of the manifest crisis that it denies so much, if it is going to need money to survive until at least 2025, it must improve its relations with the US and the European Union. And doesn’t insist on tying itself to ideologically “like-minded countries”, which we already know are the mortal enemies of the gringos, and which in the end turn out to be much more exploitative than expected.
And if they talk about producing more, which of course is essential, we must start with what everyone knows: above all, let those who want to do it work; give guarantees to private and foreign investment (respect for the laws and stop encroachments); leave the obsolete and failed policy of “export substitution” that already failed in the old Andean Pact; rather, now that gas is no longer the panacea, lift the quotas for non-traditional exports, to capture the scarce foreign currency; do something, finally, with lithium, as Chile is already doing with stupendous income; and, essential, to impose taxes on gold exports, which pay nothing, and, above all, by confronting Evo Morales, sanction taxes on coca producers, the greatest beneficiaries in Bolivia of cocaine, far above smugglers and informal merchants who must also be urgently stopped.
Nadie quiere ser el padre legítimo de la crisis actual y se la achacan unos a otros, cuando se sabe que el progenitor natural fue Evo Morales, y el que la está malcriando es Arce Catacora quien no se siente padre de la criatura, y pide al gestor que, como divorciado, no rehúya los gastos de mantenimiento y no se haga el del otro viernes. Quién engendró a la indeseable criatura es lo que está en discusión, porque Morales ha sido el patrón dueño de la casa y Arce, su amanuense que obedecía sus órdenes.
Aunque el oscuro Choquehuanca, ajeno a todo lío de paternidad, dice, queriendo proteger a la crisis, que su enfermedad no es producto de una falla genética del padre biológico, sea quien fuere, sino que se debe al “golpe” que la señora Jeanine Áñez le hizo dar al tumbar a la criatura de la cuna. Solo el cerebro brillante del vicepresidente, nacionalmente reconocido, nos puede pretender embaucar afirmando que en 17 años de Gobierno masista, interrumpidos por escasos 11 meses entre Covid y elecciones generales, el rimbombante MESCP (Modelo Económico, Social, Comunitario y Productivo) se fue al tacho.
Que don David Choquehuanca diga que, en el “golpe” de 2019, Bolivia quedó sin dinero y que, por eso, el actual Gobierno está recurriendo a créditos para sobrevivir, es una perfecta pachotada. Que sobre las malignas y vengativas acusaciones que se hacen contra la señora Áñez, afirmando que es responsable de un golpe de Estado inexistente, se le quiera atribuir la aguda crisis económica que atravesamos, ya sobrepasa toda cordura.
El culpable de la crisis actual es Evo Morales y nadie más. Su vicepresidente y sus ministros —incluyendo a Arce Catacora— hacían lo que el jefazo decía o le sugerían lo que sabían que al jefazo le iba a gustar. Lo demás son tonterías. Ahora bien, que Arce haya sido incapaz de enderezar el rumbo del país y evitar un naufragio que amenaza con ser titánico (como el del Titanic), señala claramente que los masistas no tienen remedio.
Y tampoco tienen medida porque hasta el portavoz Jorge Richter, ese joven bien vestido, de buenos modales, que parece egresado de Oxford y no de los sindicatos, ha dicho, según expresa la prensa, que el MAS es un Gobierno del pueblo y que “no traicionó ni traicionará los principios antiimperialistas, antineoliberales, anticoloniales y antipatriarcales de nuestro instrumento político…”
¿Si todo es “anti” cuál es el pro? Afirma que hay que fortalecer el Estado, el Proceso de Cambio, el modelo económico, pero ¿y cómo? ¿No es una estupidez seguir hablando de fortalecer el Estado y este modelo económico quebrado? Porque hasta The Economist, que ha guardado discreción con Bolivia, cree ahora que la nación está al borde del colapso. Claro que, para el MAS, The Economist debe ser una revista de cómics.
Gobernar no es solo gastar. Para gastar no se necesita estadistas sino derrochadores. El MAS ha dilapidado, solo por ingresos en hidrocarburos, más de 50 mil millones de dólares, según dicen los que saben. Pero se han gastado 11 mil millones de las reservas internacionales, lo que es raspar la olla del majao hasta llegar a lo quemadito del fondo. Además, los parlamentarios oficialistas han luchado como fieras para monetizar el oro de las reservas y respirar por un par de meses. Pero, agobiados, acuden también a los créditos del exterior sin importarles que el dinero venga de países o bancos capitalistas e imperialistas.
Además, le han puesto el ojo a los fondos de pensiones, donde está todo el dinero de los jubilados, y donde el Estado ya debe alrededor de seis mil millones de dólares. Están nacionalizando las pensiones —¡santo cielo!— a través de una Gestora de dudosa solvencia que administrará la friolera de 23.500 millones de verdes. Todo, seguramente, para financiar el gasto corriente, las empresas estatales deficitarias, las subvenciones, suficiente para ese vivir bien, que, para el régimen, ha pasado a ser vivir requetebien. Lo que no sospecha el MAS es la reacción rabiosa que tendrán los cientos de miles de jubilados si se farrean su futuro.
Si este Gobierno quiere salir de la manifiesta crisis que tanto niega, si va a necesitar dinero para sobrevivir por lo menos hasta 2025, debe mejorar sus relaciones con EEUU y la Unión Europea. Y no insistir en amarrarse a “países afines” ideológicamente, que ya sabemos que son los enemigos mortales de los gringos, y que al final resultan bastante más explotadores de lo que se esperaba.
Y si hablan de producir más, que por supuesto es indispensable, hay que comenzar por lo que todo el mundo sabe: sobre todo dejar trabajar a quienes desean hacerlo; dar garantías a la inversión privada y extranjera ( respeto a las leyes y freno a los avasallamientos); dejar la obsoleta y fracasada política de “sustitución a las exportaciones” que ya fracasó en el viejo Pacto Andino; más bien, ahora que el gas ya no es la panacea, levantar los cupos a las exportaciones no tradicionales, para captar las divisas que escasean; hacer algo, por fin, con el litio, como ya lo hace Chile con estupendos ingresos; y, esencial, imponer gravámenes a las exportaciones del oro, que no pagan nada, y, sobre todo, enfrentándose a Evo Morales, sancionar impuestos a los productores de coca, los grandes beneficiados en Bolivia con la cocaína, muy por encima de contrabandistas y comerciantes informales a quienes también hay que ponerles urgente freno.
