A model that no longer has nothing to offer
At its 14th anniversary, the Plurinational State model has nothing new to offer Bolivia. During that time, two presidents of the Movimiento Al Socialismo governed and both repeat slogans and figures to a country that does not find a horizon of transformations so that its inhabitants live better. However, without any self-criticism, they intend to spread the Bolivian wave to other countries in order to remain in force.
The current president, Luis Arce Catacora, celebrated in La Paz surrounded by union leaders of the social movements; while Evo Morales did it in Argentina, with the intention of broadcasting the model, but knowing that he had to leave Bolivia because he was not invited to participate in the official festivities.
The Plurinational State was born with the Political Constitution of the State. It was based on the inclusion of indigenous peoples, the defense of the environment, the recovery of natural resources, the claim of native peoples who had been discriminated against, among other principles. However, in 14 years those principles were crumbling one by one by the same ruling power.
At this moment there is no inclusion, because the central government does not listen to all Bolivians equally; that is, it listens less and less and only to those who are aligned with the mandate of power.
The worst thing is that the president and his entourage deny the existence of other groups and interests and feel they are the owners of the meaning of democracy and the popular.
The defense of the environment remained in discourse, because there are a series of regulations that threaten the preservation of forests, the Amazon, protected areas, etc. Groups that operate illegally are favored: from gold exploiters who fill rivers with mercury, to drug traffickers who set up drug factories in protected areas.
The sea of gas that was talked about in the early years of the Plurinational State are now overexploited wells that do not supply what is committed to the country’s markets. Iron from Mutún and lithium from Potosí are still projects that have not yet taken off.
But the main deterioration is moral. The acts of corruption have been monumental throughout this time and, in most cases, they went unpunished.
That is the current context of the Plurinational State. Very deteriorated in reality, but with lies or half-truths in the speeches of those who still govern. With figures of supposed success in the economy, but ignoring the lack of real employment, talking about large exports, but without saying that these have interesting figures for the international prices of the products. Record tax collections are indicated, but it is not said that informality is escalating by giant steps or that smuggling is unstoppable, while national industries are suffocating.
Evo Morales and Luis Arce celebrated the benefits of the change process and the Plurinational State, but they did not tell the world that they cannot even reach an agreement and that, in the internal struggle, ‘evistas’ and ‘arcistas’ insult each other, disqualify each other and even mutual denunciations of crimes are made.
President Luis Arce’s speech was repetitive, triumphant and loaded with post-truth. Former President Evo Morales’ speech in Argentina stirred the pot of confrontation, charging against capitalism and imperialism, as if during his government he had not privileged ultra-capitalist sectors and as if he had not allied with other types of imperialisms that seek to expand their power in Latin America. And to maintain the smoke screen, he did not hesitate to meddle in the internal politics of Peru.
In short, Evo wants the Bolivian model to spread to other countries, while the Plurinational State model no longer has anything to offer Bolivians so that they can dream, believe and transform.
Un modelo que ya no tiene qué ofrecer
Al cumplir 14 años, el modelo del Estado Plurinacional no tiene nada nuevo que ofrecerle a Bolivia. Durante ese tiempo gobernaron dos presidentes del Movimiento Al Socialismo y ambos repiten consignas y cifras a un país que no encuentra un horizonte de transformaciones para que sus habitantes vivan mejor. No obstante, sin ninguna autocrítica, pretenden contagiar la ola boliviana a otros países para mantenerse vigentes.
El actual mandatario, Luis Arce Catacora, celebró en La Paz rodeado de dirigentes sindicales de los movimientos sociales; mientras que Evo Morales lo hizo en Argentina, con la intención de irradiar el modelo, pero sabiendo que tuvo que irse fuera de Bolivia porque no fue invitado para participar de los festejos oficiales.
El Estado Plurinacional nació con la Constitución Política del Estado. Se sustentó en la inclusión de los pueblos indígenas, la defensa del medioambiente, la recuperación de los recursos naturales, la reivindicación de los pueblos originarios que habían sido discriminados, entre otros principios. Sin embargo, en 14 años esos principios se fueron desmoronando uno a uno por el mismo poder gobernante.
En este momento no hay inclusión, porque el Gobierno central no escucha a todos los bolivianos por igual; es decir, escucha cada vez a menos y solo a quienes estén alineados con el mandato del poder.
Lo peor es que el presidente y su entorno niegan la existencia de los otros grupos e intereses y se sienten dueños del significado de democracia y de lo popular.
La defensa del medioambiente quedó en discurso, porque hay una serie de normas que atentan contra la preservación de bosques, Amazonia, áreas protegidas, etc. Se favorece a grupos que operan en la ilegalidad: desde explotadores de oro que llenan de mercurio los ríos, hasta narcotraficantes que instalan fábricas de droga en áreas protegidas.
El mar de gas del que se hablaba en los primeros años del Estado Plurinacional ahora son pozos sobrexplotados que no abastecen lo comprometido a los mercados que tiene el país. El hierro del Mutún, el litio de Potosí aún son proyectos que no terminan de despegar.
Pero el principal deterioro es moral. Los hechos de corrupción han sido monumentales a lo largo de este tiempo y, en la mayoría de los casos, quedaron en la impunidad.
Ese es el contexto actual del Estado Plurinacional. Muy deteriorado en la realidad, pero con la mentira o las medias verdades en los discursos de quienes aún gobiernan. Con cifras de supuesto éxito en la economía, pero ignorando la falta de empleo real, hablando de grandes exportaciones, pero sin decir que estas tienen cifras interesantes por los precios internacionales de los productos. Se indica récord en las recaudaciones tributarias, pero no se dice que la informalidad escala a pasos de gigante o que el contrabando es imparable, mientras se asfixia a las industrias nacionales.
Evo Morales y Luis Arce celebraron las bondades del proceso de cambio y del Estado Plurinacional, pero no le dijeron al mundo que ni siquiera pueden ponerse de acuerdo y que, en la pugna interna, ‘evistas’ y ‘arcistas’ se insultan, se descalifican y hasta se hacen denuncias mutuas de delitos.
El discurso del presidente Luis Arce fue reiterativo, triunfalista y cargado de posverdad. El discurso del expresidente Evo Morales en Argentina revolvió la olla de la confrontación, cargando contra el capitalismo y el imperialismo, como si durante su gobierno no hubiera privilegiado a sectores ultracapitalistas y como si no se hubiera aliado con otro tipo de imperialismos que buscan expandir su poder en América Latina. Y para mantener la cortina de humo, no dudó en entrometerse en la política interna de Perú.
En suma, Evo pretende que el modelo boliviano se contagie a otros países, mientras que el modelo del Estado Plurinacional ya no tiene qué ofrecer a los bolivianos para que puedan soñar, creer y transformar.
