1️⃣ On July 21, 2021, Arce enacted D.S. 4546 that established the date of the Census for November 16, 2022.

2️⃣ On March 27, 2022, the Director of the INE guarantees the 2022 Census technically and financially.

3️⃣ On April 13, 2022, the Minister of Planning guarantees external financing for the 2022 Census.

4️⃣ On May 9, 2022, the Director of the INE resigns for “health reasons”.

5️⃣ On June 9, 2022, the Minister of Planning resigns for “personal reasons” and Arce appoints a new Minister.

6️⃣ On June 15, 2022, the Senate approves the FONPLATA credit for the 2022 Census.

7️⃣ On June 23, 2022, the new Minister of Planning ratifies the Census in November of this year.

8️⃣ On July 8, 2022, the Senate approves IDB loans for 100 million U$ dollars for the 2022 Census.

9️⃣ On July 12, 2022, the Council of Autonomies “requests” the postponement of the 2022 Census. (When everything was ready and guaranteed).

🔟 On July 14, 2022, Arce postpones the Census by Decree (4760) to May or June 2024.

As you can see, demanding the completion of the Census in 2023 is not a whim of a few. The Government guaranteed the Census for this year and in a matter of less than 4 months “changed its mind” and postponed it for 2 years using as support not technical or financial arguments, but a document signed by 5 of its Ministers and 8 Governors who prefer bow to centralism rather than demand that the rights of their regions be fulfilled.

Neither Arce, nor the Minister of the Presidency nor the nefarious Presidential Spokesperson have been able to produce a single coherent or technically truthful argument.

They don’t hide behind laws and much less technical explanations, they simply invent meetings, which they insist on calling dialogues, which are nothing more than hands-on meetings that operate for personal and partisan interests.

The Census is the first step towards a transparent electoral register, the fiscal pact and the redistribution of parliamentary seats. The MAS is terrified of that, they know that once the results are known, there will be no going back to, for example, finish proving once and for all that there was fraud in 2019.

The Central State manages more than 80% of the country’s resources and decides at its discretion how they are distributed. The MAS needs if not 2/3, at least the majority in the Assembly, and that can only be achieved with representation in the places where they assume that they will win in a possible election.

The matter is so clear. They won’t give in. They cannot reach the General Elections of 2025 with the threat of a sanitized voter registry, decentralized economic resources and fewer “safe” deputies, because they know that it would be a matter of time before they finally lose their absolute power.

1️⃣ El 21 de julio de 2021, Arce promulgó el D.S. 4546 que establecía la fecha del Censo para el 16 de noviembre de 2022.

2️⃣ El 27 de marzo de 2022, el Director del INE, garantiza el Censo 2022 técnica y financieramente.

5️⃣ El 9 de junio de 2022, renuncia la Ministra de Planificación por “motivos personales” y Arce posesiona un nuevo Ministro.

6️⃣ El 15 de junio de 2022, el Senado aprueba el crédito FONPLATA para el Censo 2022.

7️⃣ El 23 de junio de 2022, el nuevo Ministro de Planificación, ratifica la realización del Censo en noviembre de este año.

8️⃣ El 8 de julio de 2022, el Senado sanciona préstamos del BID por 100 millones de U$ para la realización del Censo 2022.

9️⃣ El 12 de julio de 2022, el Consejo de Autonomías”pide” la postergación del Censo 2022. (Cuando ya todo estaba listo y garantizado).

🔟 El 14 de julio de 2022, Arce posterga por Decreto (4760) el Censo a mayo o junio del 2024.

Como verán, exigir la realización del Censo el 2023, no es un capricho de unos cuantos. El Gobierno garantizó el Censo para este año y en cuestión de menos de 4 meses “cambió de opinión” y lo postergó por 2 años utilizando como respaldo no argumentos técnicos o financieros, sino un documento firmado por 5 de sus Ministros y 8 Gobernadores que prefieren hacerle la venia al centralismo antes que exigir que se cumplan los derechos de sus regiones.

Ni Arce, ni la Ministra de la Presidencia ni el nefasto Vocero Presidencial han sido capaces de producir un solo argumento coherente o técnicamente veraz.

No se escudan en leyes y mucho menos en explicaciones técnicas, simplemente inventan encuentros, que insisten en llamar diálogos, que no son más que reuniones de levanta manos que operan por intereses personales y partidarios.

El Censo es el primer paso hacia un padrón electoral transparente, el pacto fiscal y la redistribución de escaños parlamentarios. A eso le tiene terror el MAS, saben que una vez que se conozcan los resultados, no va a haber marcha atrás para, por ejemplo, terminar de probar de una vez por todas, que el 2019 hubo fraude.

El Estado Central administra más del 80% de los recursos del país y decide a discreción como se distribuyen. El MAS necesita sino los 2/3, por lo menos la mayoría en la Asamblea, y eso solo lo puede conseguir con representación en los lugares donde asumen que van a ganar en una eventual Elección.

Es así de claro el asunto. No van a ceder. No pueden llegar a las Elecciones Generales del 2025 con la amenaza de un padrón saneado, recursos económicos descentralizados y menos diputaciones “seguras”, porque saben que sería cuestión de tiempo para que pierdan, por fin, su poder absoluto.
