¿Adónde nos lleva el MAS?
La decisión de la Fiscalía General de cerrar el caso sobre el fraude electoral perpetrado en las elecciones del 20 de octubre de 2019, anunciada hace pocos días y sustentada en un argumento de validez dudosa, parece ser el último paso de la primera etapa de la estrategia oficialista para imponer su versión de la crisis que vivimos hace 20 meses.
Y mientras el Gobierno y el Movimiento Al Socialismo (MAS) continúan en ese empeño, la conducción del país parece tomar un rumbo inquietante por las señales que se perciben.
En efecto, la determinación de la Fiscalía, apoyada en un estudio realizado con base en datos parciales proporcionados por el mismo Ministerio Público, no sólo resulta de un procedimiento de contratación ilegal que viola lo establecido para los contratos que superan los 20 mil bolivianos, sino que sus conclusiones están lejos de demostrar que no existió fraude en las elecciones de 2019.
Es más, para la Fiscalía, los resultados de ese estudio — realizado por gente que no es especialista en temas forenses y menos en sistemas electorales— son suficientes para invalidar la auditoría aplicada por más de 30 expertos designados por la OEA para ejecutar una auditoría solicitada por el Gobierno de Morales cuando el país estaba paralizado por las protestas contra el fraude, y cuyas conclusiones son vinculantes por decisión del Estado boliviano.
Este episodio sucede tres semanas después del relacionado con el “armamento” enviado por Argentina en noviembre de 2019, y cuya denuncia fue oportuna para disimular las contradicciones de los masistas al intentar invalidar las declaraciones del excomandante de la FAB que corroboran lo que ya se sabía de la estrategia de Morales para provocar un enfrentamiento entre bolivianos.
Esa estrategia para imponer el embuste del “golpe de Estado”, cuya punta de lanza es el caso fabricado por el Ministerio de Justicia y que ya mandó a la cárcel a más de una docena de exautoridades civiles y militares, ahora ingresa en la etapa de la imposición por la amenaza.
Así lo evidencian las repetidas advertencias de un viceministro y del Procurador General del Estado que anuncian persecución judicial a quienes cuestionen la fantasía oficialista del “golpe de Estado”.
Esa persecución será sin duda más efectiva y brutal con la Ley de la Estrategia Nacional de Lucha Contra la Legitimación de Ganancias Ilícitas y Financiamiento al Terrorismo, ya aprobada en el Senado, y que de aplicarse permitirá la violación de derechos fundamentales, como con las escuchas telefónicas sin orden judicial, a sola sospecha.
El desprecio gubernamental por el ordenamiento jurídico vigente se replica en otros niveles como en el avasallamiento de tierras privadas, comunitarias y fiscales, o la destrucción impune de infraestructura hotelera. Mientras, la educación de millones de estudiantes es deficiente, la economía tambalea y la corrupción continúa campante.
Where is MAS taking us?
The decision of the Attorney General’s Office to close the case on the electoral fraud perpetrated in the elections of October 20, 2019, announced a few days ago and supported by an argument of doubtful validity, seems to be the last step in the first stage of the strategy of the ruling party to impose its version of the crisis that we lived 20 months ago.
And while the Government and the Movement Toward Socialism (MAS) continue in this endeavor, the leadership of the country seems to be taking a disturbing course due to the signs that are being perceived.
Indeed, the determination of the Prosecutor’s Office, supported by a study carried out based on partial data provided by the Public Ministry itself, not only results from an illegal contracting procedure that violates what is established for contracts that exceed 20 thousand Bolivians, but that its conclusions are far from proving that there was no fraud in the 2019 elections.
Moreover, for the Office of the Prosecutor, the results of this study -carried out by people who are not specialists in forensic matters and less in electoral systems- are sufficient to invalidate the audit applied by more than 30 experts appointed by the OAS to carry out a requested audit by the Morales government when the country was paralyzed by protests against fraud, and whose conclusions are binding by decision of the Bolivian State.
This episode takes place three weeks after the one related to the “weapons” sent by Argentina in November 2019, and whose complaint was timely to hide the contradictions of the masistas by trying to invalidate the statements of the former FAB commander that corroborate what was already known of Morales’ strategy to provoke a confrontation between Bolivians.
This strategy to impose the deception of the “coup d’état”, whose spearhead is the case fabricated by the Ministry of Justice and which has already sent more than a dozen former civil and military authorities to jail, is now entering the stage of imposition by threat.
This is evidenced by the repeated warnings of a vice minister and the State Attorney General who announce judicial persecution of those who question the pro-government fantasy of the “coup d’état”.
This persecution will undoubtedly be more effective and brutal with the Law of the National Strategy to Combat the Legitimization of Illicit Profits and Financing of Terrorism, already approved in the Senate, and which, if applied, will allow the violation of fundamental rights, such as wiretapping telephone calls without a court order, on suspicion.
The government’s contempt for the current legal system is replicated at other levels, such as the subjugation of private, community and fiscal lands, or the destruction of hotel infrastructure with impunity. Meanwhile, the education of millions of students is deficient, the economy falters, and corruption continues to rage.
