The government of President Luis Arce has been in effect for a short time and there are interested currents who claim that “he has not done or complied or carried out” many of the emergencies. To maintain that in this short time it could have advanced a lot is contrary to all reasonable logic because the truth is that, after almost 14 years of the masista government and one of the constitutional president Áñez, there is enough – there must be – to do, to rebuild, for giving order and consistency if there is to be notable progress in the administration of the State which, as President Arce himself states, must be achieved in the shortest time. It is impossible to correct or modify or recompose the past; There must be a lot to order and amend; gigantic steps will have to be taken to redo what is not in accordance with the development that the country should have achieved and that was postponed.

President Arce and Vice President Choquehuanca, acting with the best good faith and dedication to service, are surely convinced of how much to do and will require time to do so; In any case, it will be necessary that they do not neglect the important mission they have and that is of capital interest to the country because its future development and progress depends on it.

Components of the Legislative Power, political parties, institutions of all kinds, labor organizations and the people as a whole, are obliged, by peaceful and constructive means, to point out how much must be rebuilt and, if possible, how to do it because of the responsibility of such a great work we must all have honest and constructive participation. There is no room for the claims and demands that somehow were made to both regimes and that, unfortunately, had no echo; now, it will be the right time to undertake an efficient work to comply with the country, renouncing populisms and senseless demagogies that have caused so much damage in the past. Finally, in a framework of absolute honesty and responsibility, it is not convenient or honest to deny everything suffered and past; on the contrary, every clear conscience will help to mend and correct.

El gobierno del presidente Luis Arce lleva poco tiempo de vigencia y hay corrientes interesadas que reclaman que “no haya hecho o cumplido o realizado” muchas de las urgencias. Sostener que en este escaso tiempo pudo haber avanzado mucho es contrario a toda lógica razonable porque lo cierto es que, después de casi l4 años del gobierno masista y uno de la presidenta constitucional Áñez, hay bastante – debe haber– por hacer, por recomponer, por darle orden y consistencia si se quiere que haya progresos notables en la administración del Estado que, como consta al propio presidente Arce, se precisa conseguir en el menor tiempo. Es imposible corregir o modificar o recomponer lo pasado; debe haber mucho por ordenar y enmendar, habrá que dar pasos gigantescos para rehacer aquello que no está de acuerdo con el desarrollo que debió alcanzar el país y que quedó pospuesto.

El presidente Arce y el vicepresidente Choquehuanca, actuando con la mejor buena fe y vocación de servicio, seguramente están convencidos de lo mucho por realizar y requerirán tiempo para ello; en todo caso, será preciso que no descuiden la importante misión que tienen y que es de capital interés para el país porque de ello depende su futuro desarrollo y progreso.

Componentes del Poder Legislativo, partidos políticos, instituciones de toda clase, organizaciones laborales y pueblo en su conjunto, están obligados, por medios pacíficos y constructivos, a hacer notar cuánto hay que recomponer y, si es posible, cómo hacerlo porque en la responsabilidad de tan gran obra todos debemos tener participación honesta y constructiva. No caben los reclamos y exigencias que de alguna forma se hicieron a ambos regímenes y que, lamentablemente, no tuvieron eco; ahora, será el tiempo propicio para emprender una labor eficiente para cumplir con el país, renunciando a populismos y demagogias sin sentido que tanto daño han causado en el pasado. Finalmente, en marcos de absoluta honestidad y responsabilidad, no es conveniente ni honrado negar todo lo sufrido y pasado; al contrario, toda conciencia limpia ayudará a recomponer y corregir.
