Arce’s coercion of voters

President Luis Arce travels the country coercing voters to vote for MAS candidates on the grounds that this will allow him to better coordinate the works and even the distribution of vaccines.

Former President Evo Morales had us used to electoral speeches of this type, but Arce was expected to do a different job. At this point it is clear that, at least in this matter, they are cut with the same scissors.

There are several considerations to make in this regard. First, he is, or should be, the president of all Bolivians; therefore, he would have to be obliged to coordinate with authorities of any party. In this logic, voters who are not from his party could also decide not to pay taxes on the grounds that the MAS does not administer them correctly. But no, things don’t work that way; rulers and ruled have rights and obligations no matter which party wins or loses.

But, it is not only a matter of coordination, but of putting projects forward, especially for those cases in which the resources of the mayors or governors are not sufficient. In the case of La Paz, Arce was explicit about it. “The MAS-IPSP candidacy throughout the country is the only one that can guarantee two things: that it works for the people of La Paz and, second, that it works hand in hand with the national government. In this way we ensure that all the approaches, that all the ideas that Brother César is proposing to us are crystallized for the good of all La Paz males and all La Paz females,” said Arce in a campaign event.

The second important aspect is that the president has issued most of his messages during the delivery of public works, which indicates that he is making use of state resources for the MAS campaign. Although he is not a candidate, he is misusing public resources for private interests.

And, if that was not serious enough, Arce is using health and particularly vaccines as a blackmail mechanism, something that would be reprehensible in any human rights body in the world. In Huanuni, the president urged the inhabitants to choose their authorities well because the delivery of vaccines has to be coordinated. What did Arce mean? That if a MAS candidate does not win, he will not grant vaccines and let people get infected and eventually die with coronavirus? You have to be an indolent politician to use a sensitive subject for blackmail.

It is time for Arce to correct this action that, in the long run, will be detrimental not only to the Bolivian people, but to his own leadership.

La coacción de Arce a los electores

El presidente Luis Arce recorre el país coaccionando a los electores para que voten por los candidatos del MAS con el argumento de que eso le permitirá coordinar de mejor manera las obras e, incluso, la distribución de vacunas.

El expresidente Evo Morales nos tenía acostumbrados a discursos electorales de ese tipo, pero se esperaba que Arce hiciera una gestión diferente. A estas alturas está claro que, al menos en este tema, están cortados con la misma tijera.

Hay varias consideraciones que hacer al respecto. Primero, él es, o debería ser, el presidente de todos los bolivianos; por tanto, tendría que estar obligado a coordinar con autoridades de cualquier partido. En esa lógica, los electores que no son de su partido también podrían decidir no pagar impuestos con el argumento de que el MAS no los administra correctamente. Pero no, así no funcionan las cosas; gobernantes y gobernados tienen derechos y obligaciones sin importar qué partido gane o pierda.

Pero, no sólo se trata de coordinación, sino de dar curso a los proyectos, sobre todo para aquellos casos en los que los recursos de las alcaldías o las gobernaciones no sean suficientes. En el caso de La Paz, Arce fue explícito al respecto. “La candidatura del MAS-IPSP en todo el país es la única que puede garantizar dos cosas: que se trabaje para el pueblo paceño y, segundo, que se trabaje de la mano con el Gobierno nacional. De esta manera asegurarnos que todos los planteamientos, que todas las ideas que nos está proponiendo el hermano César se cristalizan para el bien de todos los paceños y todas las paceñas”, dijo Arce en un acto de campaña.

Segundo aspecto importante es que el mandatario ha emitido la mayoría de sus mensajes durante la entrega de obras públicas, lo que indica que está haciendo uso de recursos del Estado para la campaña del MAS. Si bien él no es candidato, está mal utilizando los recursos públicos para intereses particulares.

Y, por si eso no fuera lo suficientemente grave, Arce está usando la salud y particularmente las vacunas como mecanismo de chantaje, algo que sería condenable en cualquier instancia de derechos humanos del mundo. En Huanuni, el mandatario instó a los habitantes a elegir bien a sus autoridades porque se tiene que coordinar la entrega de vacunas. ¿Qué quiso decir Arce? ¿Que si no gana un candidato del MAS no otorgará vacunas y dejará que la gente se contagie y eventualmente muera con coronavirus? Hay que ser un politiquero indolente para usar un tema sensible para el chantaje.

Es hora de que Arce corrija este accionar que, a la larga, será perjudicial no sólo para el pueblo boliviano, sino para su propio liderazgo.
