Double or no Christmas bonus

Seven out of ten private companies in the country are not in a position to pay the Christmas bonus this year, according to the arguments used by the businessmen of Cochabamba.

But the government has decreed that companies that do not pay that extra salary until December 21, must pay double, twice, as punishment.

In other words, if the company has not been able to pay a bonus, it must pay two, according to this reasoning of the MAS government in its version by Luis Arce.

The error dates back to November 20, 2013, when the coca grower Morales, advised by his economy minister, Luis Arce Catacora, promulgated Decree 1,802 creating the concept of the “double bonus”.

The decree says that this double bonus will be applied to all public and private workers in the country, “in each fiscal management when the Gross Domestic Product (GDP) exceeds four point five percent (4.5%)”.

It says “period” instead of “comma”, but that is forgivable in people who do not know the language.

The problem is that in this way an automatic relationship was established between GDP growth and the bonus. A marriage that is valid for bad times and good times, for wealth or poverty.

Perhaps they should have thought better of it at that time of merriment and waste, because now the decree could be interpreted as the annulment of the Christmas bonus, arithmetically speaking.

This year, according to ECLAC calculations, Bolivia’s GDP did not grow, but contracted, decreased by more than 9%, double the -4.5% !!!

In other words, this engagement ring, this blood alliance between the GDP and the Christmas bonus, would at this moment lead to the cancellation of not only the double bonus, but the simple bonus!!!

What do we do? To begin with, companies cannot be decreed to pay double. That decree of 2013 will have to be repealed for all its beneficial and harmful effects. And decree that from now on the direct relationship between GDP and the Christmas bonus is forever annulled, and that it was a mistake to have approved it, but that the concept of the simple bonus is maintained until further notice, at least as long as Christmas exists.

Perhaps it is worth announcing in connection with this error that from now on governments will meditate a lot, and seriously, when they propose to approve decrees. That they will take into account the pros and cons, as they say.

Governing is not a question of blowing and making bottles, please!!!

Doble o ningún aguinaldo

Siete de cada diez empresas privadas del país no están en condiciones de pagar el aguinaldo de este año, según los argumentos usados por los empresarios de Cochabamba.

Pero el gobierno ha decretado que las empresas que no paguen ese salario extra hasta el 21 de diciembre, deberán pagar el doble, dos veces, como castigo.

Es decir, que si la empresa no ha podido pagar un aguinaldo, deberá pagar dos, según este razonamiento del gobierno del MAS en su versión a cargo de Luis Arce.

El error se remonta al 20 de noviembre de 2013, cuando el cocalero Morales, asesorado por su ministro de economía, Luis Arce Catacora, promulgó el decreto 1.802 por el que se crea el concepto del “doble aguinaldo”.

Dice el decreto que este doble aguinaldo se aplicará a todos los trabajadores públicos y privados del país, “en cada gestión fiscal cuando el Producto Interno Bruto (PIB) supere el cuatro punto cinco por ciento (4.5 %)”.

Dice “punto” en lugar de “coma”, pero eso es perdonable en personas que no conocen el idioma.

El problema es que de esa manera se estableció una relación automática entre el crecimiento del PIB y el aguinaldo. Un matrimonio que vale para los momentos malos y los buenos, para la riqueza o la pobreza.

Quizá debieron pensarlo mejor en aquel momento de jolgorio y despilfarro, porque ahora el decreto podría interpretarse como la anulación del aguinaldo, aritméticamente hablando.

Este año, según cálculos de la Cepal, el PIB de Bolivia no creció, sino se contrajo, decreció, en más de 9 %, ¡el doble de -4,5 %!!!

Es decir que este anillo de compromiso, esta alianza de sangre entre el PIB y el aguinaldo, llevaría en este momento a anular no solo el doble aguinaldo, ¡¡¡sino el simple aguinaldo!!!

¿Qué hacemos? Para comenzar, no se puede decretar que las empresas paguen el doble. Habrá que abrogar aquel decreto de 2013 para todos sus efectos, beneficiosos y perjudiciales. Y decretar que a partir de ahora se anula para siempre la relación directa entre el PIB y el aguinaldo, y que fue un error haberlo aprobado, pero que el concepto del aguinaldo simple se mantiene hasta nuevo aviso, por lo menos mientras exista la Navidad.

Quizá valga la pena que a propósito de este error se anuncie que a partir de ahora los gobiernos meditarán mucho, y con seriedad, cuando se propongan aprobar decretos. Que van a tomar en cuenta los pros y los contras, como se dice.
