Evo fell, but evism remained
In November 2019, the MAS, headed by Evo Morales, when it had already ruled the country for fourteen years, was not only characterized by having arranged and administered more money than all the governments in the history of Bolivia, but also by other aspects that were much more delicate or, specifically, having denied Bolivia its status as a Nation and reduced a country to just one State and then having established an economic system based on the outdated populist ideology that, in an economic sense and not a grammatical adjective, consisted of the subjective utopia of building the socialist system based on the primitive indigenous community of a thousand years ago, jumping over the capitalist stage.
This system, gradually applied, was enshrined as the country’s ideological-political program through the Magna Carta or Political Constitution of the State, typed and dictated by the anarchic Constituent Assembly of 2007-2009 and, furthermore, immediately consolidated by a referendum and, finally promulgated by Morales, not without shedding copious tears of joy in the public act.
That populist economic program was in force for fourteen years, and despite the overthrow of the government of Evo Morales, the system remained intact and is still being applied, both by the new government of Jeanine Áñez and by the political parties that called themselves against the MAS, from CC Mesa, the MNR and other small party groups that are just piles of broken bricks.
But, (this but it is very important) despite the fact that in November 2019 the MAS and its boss, Evo Morales fell from power, however, the populist system that continues to exist in full application did not fall, especially with the satisfaction of all the surviving parties that are struggling to continue applying it and to exist under its protective wing, as confirmed in their programmatic documents and public statements, as well as to put it into full force application should they come to power. In this way, the enemies of evism have become evistas. The Evo fell but the evism remained.
Due to the fact that the MAS Constitution is in force, the transitional government of Jeanine Áñez – which declares itself against the Morales regime – applies such a system as if it were written in stone and enforces it strictly in the same way as all the parties make and, finally, the whole town is forced to fulfill it, even if it means a historical setback and an inevitable march to the abyss.
What’s more, none of the country’s wise politicians has realized that in fact the populist economic system of Evo Morales is still being complied with and applied, translated in the Magna Carta and which they say they reject and oppose. Nobody observes that absurd Constitution. Moreover, the parties (who say their opponents) pride themselves on complying with it and enforcing it. Nobody observes her and even less criticizes her and even, in reserve, praises her. They do not propose its revision, its reform and less its change for another, despite the general awareness that it is leading the country to disaster and is the cause of the chronic crisis that the country has been experiencing since it is in force, a crisis that, naturally , will continue to be produced as long as that “monstrosity” continues to be applied and is not changed by another that is clearly national and democratic and not only proposes any democratism, but the broadest democratism.
The slogan of the new populist Magna Carta was unconsciously conceived by Evo Morales, at the suggestion of her advisers, but was made conscious by his intimate associates to unconsciously implement it and even adopt dictatorial methods.
Cayó Evo, pero quedó el evismo
En noviembre de 2019, el MAS, encabezado por Evo Morales, cuando ya desgobernaba el país durante catorce años, no solo se caracterizó por haber dispuesto y administrado más dinero que todos los gobiernos de la historia de Bolivia, sino por otros aspectos muchísimo más delicados o, en forma concreta, haber negado a Bolivia su calidad de Nación y reducido a un país a solo un Estado y, enseguida, haber establecido un sistema económico basado en la desfasada ideología populista que, en sentido económico y no adjetivo gramatical, consistió en la utopía subjetiva de construir el sistema socialista con base en la primitiva comunidad indígena de mil años atrás, saltando por encima de la etapa capitalista.
Ese sistema, aplicado en forma paulatina, fue consagrado como programa ideológico-político del país por medio de la Carta Magna o Constitución Política del Estado, digitada y dictada por la anárquica Asamblea Constituyente de 2007-2009 y, además, consolidada enseguida por un referéndum y, finalmente promulgada por Morales, no sin que en el acto público derramase copiosas lágrimas de alegría.
Ese programa económico populista estuvo vigente durante catorce años, y pese al derrocamiento del gobierno de Evo Morales, el sistema quedó intacto y se lo sigue aplicando, tanto por el nuevo gobierno de Jeanine Áñez como por los partidos políticos que se llamaron contrarios al MAS, desde C.C. de Mesa, el MNR y otros pequeños grupos partidarios que solo son montones de ladrillos rotos.
Pero, (este pero es muy importante) pese a que en noviembre de 2019 cayeron del poder el MAS y su jefe, Evo Morales, sin embargo, no cayó el sistema populista que sigue existiendo en plena aplicación, en especial con la complacencia de todos los partidos sobrevivientes y que están luchando para seguir aplicándolo y existir bajo su ala protectora, como se confirma en sus documentos programáticos y declaraciones públicas, así como ponerlo en aplicación a brazo partido en caso de que llegasen al gobierno. En esa forma, los enemigos del evismo se han vuelto evistas. Cayó el Evo pero quedó el evismo.
Por el hecho de que esté vigente la Constitución del MAS, el gobierno de transición de Jeanine Áñez –que se declara contrario al régimen de Morales– aplica tal sistema como si estuviese escrito en piedra y lo hace cumplir estrictamente en la misma forma que hacen todos los partidos y, finalmente, todo el pueblo se ve obligado a cumplirlo, aunque ello signifique un retroceso histórico y una marcha inevitable al abismo.
Es más, ninguno de los sabios políticos del país se ha dado cuenta que en los hechos se sigue cumpliendo y aplicando el sistema económico populista de Evo Morales, traducido en la Carta Magna y que dicen repudiar y se oponen. Nadie observa esa absurda Constitución. Es más, los partidos (que se dicen sus opositores) se ufanan en cumplirla y hacerla cumplir. Nadie la observa y menos la critica e inclusive, en reserva, la elogian. No proponen su revisión, su reforma y menos su cambio por otra, pese a que hay conciencia general de que está conduciendo al país al desastre y es la causa de la crisis crónica que vive el país desde que está en aplicación, crisis que, naturalmente, seguirá produciéndose mientras ese “mamotreto” se siga aplicando y no sea cambiado por otro que sea claramente nacional y democrático y no solo proponga un democratismo cualquiera, sino el más amplio democratismo.
La consigna de la nueva Carta Magna populista era concebida inconscientemente por Evo Morales, por sugerencia de sus asesores, pero fue convertida en consciente por sus acompañantes íntimos para ponerla en aplicación en forma inconsciente e inclusive adoptando métodos dictatoriales.
